I met with Daryl Lamb and Monte Matthews onsite yesterday to view the stream and discuss requested information. Below are our responses to each of the comments: I. Please provide a USGS topographic map showing the site and surrounding area. See attached Dandy Stream Protect Location Mai, 2. Please provide mformataon and data on the current site conditions, and the need for restoration of the stream. Plans showing current stream conditions anti geotnot•phic measurements describing pattern, profile and dimension demonstrating the need for restoration of this stream, as well as geomorphic data on the proposed restoration {pattern, profile and dimension data for restored reach) shauld be included. See attached revised plan .sheet. 3. Please describe why the stream restoration reach is shorter than the existing stream length the existing stream reach length (reaches 1 and 2 combined) is 3,220 feet, while the proposed stream length is 2,763 feet. 71ac Handy Strerarn Restoration Protect is port of a Clean ~Yater Management Ti°arst Fund (CWM7F} Grant i-vhich landowners donate a SD' conservation easement to decrease sediment loss. and increase habitat and stream substrate diversity. 714is pro,~ect is not for mitigation. The stream will he arnforticnutel~shortened 4S?' due to the following conclusions: a) The land uses on Both sides ofl3eech Creek are agriculturally active and landowners are not willing to donate extra. land to the conservation easement in girder to restore the stream. Ifthe landowners were agreeable then we would have been ahle to design the proposed shortened areas witla tlae proper heltwidth, wavelength.. and radius of curvature. Basically we would have restored the pattern and iced the downstream migration of the meander bends, b) ?'he sections that are being shortened on both reaches are areas that being a,~ected by downstream meander bend n:i~~ation. Throu hg this process the stream cuts ofJ an entire meander bend and shortens the stream length. Our thaicghts are. since we could not get landowners to donate extra land and the fact that the meanders will soon shorten themselves. that we should create these sections of the reaches as i meander bend cut oz`s have already occurred. Assuming the stream cut of7` we would bg able to install the appropriate dimension. pro ile, and structures to stabilize the sections that are being shortened. c) Beech Creek within the proiect boundary has an estimated sediment loss o 648 tons ner year. We feel that 2.763 feet of restored/enhanced stream is healthier than 3.220 eet o~degraded stream. d) See attached photolog: 4. Please identify the reference reach used for this project, including the location of the reference reach on a USGS topographic map, as well as geomorphic data an the reference. See attached Handy Reference Reach Map and revised plan sheet. 5. Please provide details on the dimensions (width) of the proposed riparian zone. The Handy riparian buffer will be a minimum of25' on both sides oftjee stream banks which is required by CWMTF. 6. Please provide a detailed monitoring plan that wilt be implemented to ensure compliance. CWMTF does not monitor every stream proiect that they fund. However as part of the asbuilt survey. we set the proiect up as if it will be monitored in the ollowing„ ey ars (i.e. vegetation plots and permanent cross-sections}. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streaJns on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will have to move toward denial of your application as required by I SA NCAC 2H .0506 and will place this protect on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1.
