In May of this year the Corps issued a permit, as identified above for the City of Raleigh roadway
improvements to Jones Sausage Road and Rock Quarry Road. This project involves a crossing of a
tributary to Big Branch Creek and a crossing of Big Branch Creek upstream of Walnut Creek. Our design
process included a hydraulic analysis of both a proposed culvert and bridge. This analysis utilized
FEMA's detailed floodway model for this stream. The stream and wetland impacts were calculated
based on the proposed culvert and bridge identified during this analysis and for which the permit was .
issued.
As a part of the hydraulic and floodway analysis it was 'necessary •to prepare a CLOMR package. for:
submittal to FEMA. During review and addressing comments, it was determined that an error existed ih"
the published FEMA floodway model. After adjusting for the corrected drainage areas and flows it
became necessary to lengthen the proposed bridge on Rock Quarry Road by 60 feet. This has resulted in:,-
less fill being placed in the floodplain and .wetlands, thus reducing the impactsfrom the project.
This letter is intended to make you aware of the changes and ask whether any further action is required on
our part relative to the issued permits.
Enclosed please find a copy of the plan sheet showing the longer bridge. The City is looking to advertise
the project around October 23, 2010. Your response at your earliest convenience would be greatly
appreciated.
