The correspondence requested additional information pertaining to coffer dam impacts. The coffer dams that will be necessary to divert the water flow during pipe installation will temporarily impact an additional 8 linear feet of stream channel that was not disclosed in the PCN application. A copy of an updated drawing showing the coffer dam design (including a. cross section view) is included as an attachment. During a recent telephone conversation, you asked ECS to address the existing dam and why it cannot be used. Heavy construction equipment will be used to cut and haul the borrow material from the proposed borrow site. It will be necessary for dump trucks to make multiple passes each day throughout the road construction project. The existing pond dam is old and not suitable for use as a haul road. The heavy equipment would jeopardize the integrity of the dam and could present a safety hazard. LLP "Setting the Standard for Service" Geotechnical • Construction Materials • Environmental • Facilities NC Registered Engineering Firm F-1078 March 4, 2011 Ms. Cyndi Karoly North Carolina Division of Water Quality, 401 Wetlands Unit - 2321 Crabtree Blvd. Suite 250 Raleigh, North Carolina 27604 Subject: Addendum to Pre-Construction Notification Application Buffer Reforestation Planting Plan Proposed Borrow Site #1 - Howerton Road Alamance County, North Carolina ECS Project 09.19179A Dear Ms. Karoly: Ms. Amy Euliss with the North Carolina Department of Environment and Natural Resources (NCDENR), Winston-Salem Regional Office informed ECS Carolinas, LLP (ECS) that a buffer reforestation planting plan is required as part of the 401 Water Quality Certification for the proposed project. To satisfy the requirement, ECS has prepared a riparian planting plan in conformance with the specifications defined in Chapter 15 of the North Carolina Department of Environment and Natural Resources (NCDENR) Stormwater Best Management Practices Manual (July 2007). The 30 feet closest to the stream (Zone 1) is to be reforested and the outer 20 feet (Zone 2) will be planted in grass. Zone 1 Planting Requirements The planting recommendations for Zone 1 are based on the requirements of Chapter 15 of the NCDENR, Stormwater Best Management Practices Manual (July 2007). Eleven species of native trees and shrubs appropriate for the site based on site assessment and reference conditions have been selected from the attached Master List of Native Plants. The list identifies several species that are suitable for the existing site conditions. Seven tree species and four shrub species have been selected based on suitability. They are highlighted on the attached list. It may be necessary to plant alternatives to these species due to availability of nearby nursery stock. If it is necessary to use alternatives, they should be selected from the attached Master List of Native Plants, and submitted to ECS for approval. Based on this plan, there will be approximately three or four understory trees for every canopy tree to provide structural diversity similar to mature forests. The shrub species will be distributed more densely at the outer edge of the riparian buffer to reduce light penetration and recolonization by invasive exotic species. Trees are to be planted at a density sufficient to provide 320 trees per acre and shrubs are to be planted at a spacing sufficient to provide 1,200 shrubs per acre. To achieve these densities, trees are to be planted at a spacing of 8 ft. x 8 ft to 10 ft x 10 ft and shrubs are to be planted at a spacing of 3 ft. x 3 ft. to 5.ft x 5ft. The trees and shrubs will be bare root or balled and burlapped (not containerized stock). To attain optimal survival, plantings should be performed between November 15th and March 15th. The attached Master List provides the number of trees required to achieve these densities. Zone 2 Plantino Reouirements Zone 2 must be planted with a dense cover of grasses. Fescue and bluegrass should not be used because they are invasive species and will compete with native vegetation for nutrients. Seeding in Zone 2 is not to be performed during muddy or saturated conditions. Centipede and Zoysia grasses should be planted in mid-May until late August. If plugs are used, they should be placed 6 to 12 inches apart (closer to a 6-inch separation for Zoysia since it doesn't spread as well as Centipede), in a grid or checkerboard pattern. Plugs should be placed at a depth of one inch. Site Conditions Zone 1 and Zone 2 currently contain an approximate 25 to 30 year old stand of timber. In order to construct the haul road, 0.14 acres of Zone 1 and 0.1 acres of Zone 2 will be cleared. Beneficial species that are currently located within Zone 1 include red maple (Acer rubrum), loblolly pine (Pinus taeda) and sweet gum (Liquidambar styraciflua). In addition, beneficial shrubs and low lying vegetation consisting of ferns, greenbrier and hardwood saplings were observed in Zone 1. Upon completion of the project, Zone 1 will be replanted with 45 trees and 168 shrubs to achieve the desired planting densities (320 trees per acre and 1,200 shrubs per acre). Site Preparation and Installation Tree seedlings should be kept moist and should not be exposed to the air for extended periods of time. A correctly planted tree should: 1) be planted so that the root collar is slightly below the soil surface; 2) have the main roots nearly straight or spread out; 3) have soil firm around the roots; and, 4) have the tree in an upright position and nearly even with the general ground surface, not sunk in a hole or raised on a mound. When planting in either zone, the native soil is to be scarified to a minimum depth of 4". All areas for grass plugs (if they are used) are to be raked to a uniformly fine texture. Areas to be reseeded are to be moistened before planting if soil is dry. Reseeded areas are to be mulched promptly following seeding activities. Maintenance Some seedling mortality is expected and replanting may be necessary to maintain the stand density. Options for weed control include four to six inches of well-aged hardwood mulch, weed control fabric, or pre-emergent herbicide. Once the seedlings have become established, the areas will be left alone to encourage a natural ecosystem.
