The application notes that the residential subdivision has 62 homes and estimates serving 95 people. The design capacity of the treatment system as built is 0.023 MGD and consists of the following wastewater treatment components: • Dual extended aeration basins • Final clarifiers with sludge return • Tablet chlorination with tablet dechlorination • Post -aeration • Sudge digester The permit includes a provision for expansion to 0.043 MGD with Division approval of an ATC for construction of a treatment system to handle this load. No modifications were noted or proposed in the current application. Most recent inspection (10/30/2018) noted that the facility was well run and in compliance. The inspection did note a need to examine the lower filter bed to assure even flow across the bed. COMPLIANCE: During the permit cycle this facility did not have any enforcement actions and only had a few minor issues that lead to NOVs. Three NOVs were issued for late late DMR submittals, frequency violations and on for an issued found in an inspection. There were no violations related to monitoring violations. FILE HISTEORY REVIEW SUMMARY • Waste Load Allocations in 1983 and 1988 established for 0.046 MGD. In 1993 the WLA was set for 0.027 along with phasing to 0.046. The 0.027 level included BD, Fecal, Conductivity, pH and DO with limits and the 0.046 level added TRC and NH3-N with limits and monitoring for Temperature. • An ATC for 0.0408 MGD was issued in January 1984 • The 2001 permit removed instream monitoring for conductivity but maintained for fecal, Do and temp. Permit has phased limits - 0.023 and 0.046 MGD and these remain in subsequent permits. • The 2005 permit added TRC limit to be consistent with federal requirements. The facility added dechlorination during the permit cycle to meet the TRC limits. • The 2010 permit added expanded description of the treatment system, updated DO limit for expanded 0.046 MGD discharge from 5 to 6 mg/L. • 2015 Renewal - no changes. Arnold Andresen the listed owner for this facility emailed me today. He had reviewed the draft permit we sent and wanted to point out that the system components list in the permit says they have 70 septic tanks but he says they only have 50. Looking back, the specific number got added in the 2010 permit after the ARO sent in comments on the draft and added this in (Wanda). I'm wondering if we should just take the number out and indicate in the components list that they have "Individual Septic Systems." I'd hat to change it to 50 and then they add a mobile home and have to modify the permit because it says 50. What do you think? The main issue, I think, is that they stay under their flow limit so I'm not sure the specific number of septic tanks matters too. much. If there is a reason to have this in there let me know and we can talk about it. On the Supplement to Permit Cover Sheet item 1. it states our system has 70 septic tanks. We have 51. This is the first time I can recall having an opportunity to review this document and I suspect it has had that number since the system was first approved. It was probably a planned built - out number which the developer never reached. I am not sure if that makes any difference, but I want to be accurate.
