Project Description
Replace the Existing 2@ 24'x 15" CMP located at the soil maintenance roads at Station 11+30 Lt. and Rt.
-L- . The Proposed 24' x 18" CMP Crossline will be eliminated and Drop Inlets located at Station 11+55
will be moved to Station 12+12. Each Proposed Drop Inlet will have an 18" Pipe stubbed out of the box ,
thus allowing stormwater to exit the drop inlet and flow into the roadside ditch. then into the proposed 24"
reinforced concrete pipes located at Station 11+93 Lt-L- and Station 12+00 Rt.-L-. The stormwater will be
treated by wattles with Polyacrylamide located at Station 12+00,Lt. and Rt. -L. The Proposed 24" RCP
will then extend into the bank of Grindle Creek at approximately Station 10+80. Approximately 65 Linear
feet of additional pipe will be added for this extension Rt. -L-.The Proposed Rip Rap will be removed in
the path of this Proposed Extension. An Outlet Energy dissipater with filter fabric will be installed at the
outlet of the proposed pipe. No additional Buffer Impacts are created by this pipe extension and there will
be no impacts to jurisdictional waters during pipe installation . The revision is necessary to eliminate
erosion of the roadside ditch and thus reduce the amount of sedimentation entering into Grindle Creek.
Stormwater will be treated by Rock Inlet Sediment Trap,Type C located at each drop Inlet and the
flow will be treated by wattles with Polyacrylamide. This project does not involve Section 10 (Rivers and
Harbors Act) navigable waters. This conveyance is shown on the Greenville,NE USGS Quad Map and
Sheet Number 28-A of the Soil map taken from the Soil Survey of Pitt County. The channel is 40 feet wide
from bank top to bank top and drains a woodland/agricultural area. No federally protected species or
historic resources are immediately adjacent to this location.There is no Moratorium for this project and a
Tar River spinymussel Survey has been conducted with a Biological Conclusion of "No Effect" on the Tar
River spin mussel.
In order to ensure compliance with best management practices, all attached General and Regional
Conditions associated with Nationwide Permit 3 and Water Quality Certification #3687 must be followed.
Keep demolition and construction debris out of the stream. Riprap will not be placed below the
plane of ordinary high water for stabilization. Excavation should be confined to the right of way,
and limited to the minimum amount required to excavate in high ground for the construction of the
new bridge. All excavated material should be removed from the site, placed on existing spoil piles, or
disposed of in farm fields. Any waste material disposed of off-site shall have a reclamation plan.
All Erosion and Sedimentation measures and Maintenance Best Management Practices should be
implemented. I am.forwarding a copy to Mr. Andy Blankenship in Roadside Environmental for his pentsal
in E&S inspections. The project supervisor should always have this permit package, including die attached
General and Regional Conditions associated with the Nationwide Permit 3 and Water Quality Certification
#3687 on site during the bridge replacement. The project supervisor should notify me immediately if any
questions or concerns should arise before and during construction.
