Dear Mr. McMillan:
A 401 Water Quality Certification was originally approved for this project on February 18, 2009
and revised on July 6, 2010. Since the project was permitted originally the greenway has been
revised in the vicinity of Blue Ridge Road. This would result in additional Zone 1 Neuse River
riprarian buffer impacts of 98 square feet and additional Zone 2 Neuse River riprarian buffer
impacts of 3,126 square feet. There are no additional stream or wetland impacts associated with
this revision.

Re: City of Raleigh Project - House Creek Greenway

A 401 Water Quality Certification was originally approved for this project on February 18, 2009 and
revised on July 6, 2010. Since the project was permitted originally the greenway has been revised in
an area leading up to Blue Ridge Road. This would result in additional Zone 1 Neuse River riprarian
buffer impacts of 98 square feet and additional Zone 2 Neuse River riprarian buffer impacts of 3126
square feet. There are no additional stream or wetland impacts associated with this revision. The
greenway leading up to Blue Ridge follows an existing City of Raleigh Sanitary Sewer easement
which was previously permitted. Only areas outside of that easement were counted as impacts for the
greenway.
All constructed stormwater conveyance outlets shall be directed and maintained as diffuse flow at
non-erosive velocities through the protected stream buffers such that it will not re-concentrate before
discharging into the stream.
Erosion and sedimentation control practices shall be in full compliance with the specifications
governing the proper design, installation and operation and maintenance of the Best Management
Practices in order to protect surface water standards. The erosion and sedimentation control measures
shall be designed, installed, operated, and maintained in accordance with the North Carolina Sediment
and Erosion Control Planning and Design Manual.
The outside buffer, wetland or water boundary and along the construction corridor within these
boundaries approved shall be clearly marked with orange warning fencing (or similar high visibility
material) for the areas that have been approved to infringe within the buffer, wetland, or water prior to
any land disturbing activities.
