RE: High Shoals Sewer Interconnect (DWQ #11-0119)
Addendum to Nationwide Permit No. 12/401 Water Quality Certification No. 3,689 Request
Gaston County, North Carolina
Dear Gentleman:
HEIR Engineering, Inc. of the Carolinas (HDR), on behalf of Gaston County (County), requests an
addendum to "the Nationwide Permit No. 12/401 Water Quality Certification No. 3689 application
submitted for the High Shoals Interconnect project (dated January 31, 2011). The County proposes to
replace a previously unpermitted culvert on private property over a perennial unnamed tributary to the
South Fork Catawba River. The culvert will be used as a permanent stream crossing for the sewer line
construction and maintenance access. The existing culvert will be repositioned to allow for better
connectivity between the upstream and downstream portion of stream channel. The culvert bottom shall
be buried at least one foot below the normal bed elevation to provide safe passage of fish and other
aquatic organisms during drought or low flow conditions. The eroded stream bank immediately
downstream of the existing culvert will be sloped to a 2:1 ratio, seeded, mulched, and matted with
biodegradable fabric. The culvert replacement will result in approximately 40 linear feet of additional
permanent fill impacts.
Enclosed are a location map, revised stream impact table, culvert detail, and site photographs.
Thank you in advance for your assistance: Please contact me at (704) 973-6878 or
eric.mularski@hdrinc.com if you have any questions or require additional information.
