In regard to the Connelly Creek Apartments project, our civil design engineer has reviewed the current site development plan and determined that it will not be feasible to realign design elements (buildings, parking areas, roadways, etc.) to reduce proposed impacts to the intermittent stream feature within the project boundary. In addition, the necessary number of building units and parking areas cannot be reduced. This project is the recipient of low income housing tax credits, and the site and building design are unable to be altered in any way that would result in a material change (# of parking spaces, # of buildings, # of units, changes in unit types, etc.) per North Carolina Housing Financing Agency guidelines. With these considerations, I am requesting herein that the US Army Corps of Engineers issue the Nationwide Permit for the project. The proposed impact to the onsite intermittent stream will be 287 linear feet, as originally reported in the Pre -construction Notification submittal package to the USACE and the NC Division of Water Resources. I am also requesting herein that, if no permitting issues remain, the NC DWR issue the corresponding Water Quality Certification for the project. Please do not hesitate to contact me if the USACE or the NC DWR has questions for me on the aforementioned requests.
