Subject: Draft NPDES Permit Renewal
Permit NC0026492
Belhaven WWTP
Beaufort County
Grade IV Biological WPCS
SIC Code 4952
Dear Mr. Hall:
Enclosed with this letter is a copy of the Draft NPDES permit renewal for your facility. Please
review this draft carefully to ensure thorough understanding of the requirements and conditions it
contains. There are several changes from the existing permit, including the following:
• Per 15A NCAC 08G .0302, the facility class has been changed to Grade IV due to the
nutrient limits in the permit and the rule conditions.
• As the facility class has been updated, monitoring frequencies for pH and dissolved oxygen
have been revised to reflect a Grade IV facility[See A.(1.)].
• Based on the reasonable potential analysis (RPA) showing reasonable potential to violate
state water quality standards, total copper and total zinc limits have been added to the
permit and the quarterly monitoring requirement has been changed to monthly monitoring
[See A.(1)].
• To provide an opportunity for the Town to develop a plan to assess sources of total copper
and total zinc in order to come in compliance with the limits in Section A. (1.), a 3-year
schedule of compliance has been added to the permit [See Special Condition A. (7.)
Schedule of Compliance for Total Copper and Total Zinc Limitations].
• Some of the wording has changed in Special Condition A.(5.), Acute Toxicity Permit
Limit,please review each paragraph carefully.
• Special Condition A.(6.)has been modified to include the specific three years in which the
Effluent Pollutant Scan shall be performed(2022, 2023, and 2024). In addition, at the end
of the Special Condition, 2nd species Toxicity Testing Requirements for municipal permit
renewals per Federal Regulations [40 CFR 122.21(j)(5)] have been added.
• A notation was made concerning the Electronic Reporting Rule—Phase 2 Extension. EPA
is proposing to extend the Phase 2 deadline from December 21, 2020, to December 21,
2023. The current compliance date will be extended if the implementation date is extended
as a fmal regulation change in the federal register.
• Parameter codes have been added to the Effluent Limitations and Monitoring Requirements
[ See A.(1.)].

A. (4.) NUTRIENT ALLOCATIONS
[G.S.143-215.1(b)]
(a.) Total Nitrogen(TN)and Total Phosphorus(TP)allocations represent the maximum TN and TP
loads that a discharger or group of dischargers is potentially allowed under the Tar-Pamlico
nutrient management strategy.Allocations are not enforceable limits but are the basis for TN and
TP limits established in individual or group NPDES permits.
(b.) The allocations originally assigned to the Tar-Pamlico Basin Association members total 889,274
lb/yr(404,274 kg/yr)TN and 160,372 lb/yr(73,060 kg/yr)TP.These group allocations have been
divided among the members in proportion to the maximum permitted flow in each member's
permit;that is,
Individual Permitted Flow
Individual Allocation(TP or (MGD) x Group Allocation,TPBA (TN
TN)= Total Permitted Flow,TPBA or TP)
(MGD)
For the purposes of this distribution, individual permitted flows for the Association members are those
in effect as of July 2014 and result in a Total Permitted Flow of 62.495 MGD.
(c.) The following table lists, for information purposes only, the TN and TP allocations assigned to,
acquired by,or transferred to the Permittee in accordance with the Tar-Pamlico River Basin Phase
IV Agreement.Applicable TN or TP limits are established in the Effluent Limitations conditions
