The U.S. Army Corps of Engineers, Wilmington District (Corps) proposes the construction
of a water booster pumping station and water transmission main south and west of the City of
Albemarle, Stanly County, North Carolina. The proposed booster pumping station and water
transmission line will improve the reliability of water supply in the southern and western portion
of Stanly County. The overall project area is shown in Figure 1, with figures 2-10 showing
details of the areas with temporary stream crossings. Since the project involves installation of a
utility line, (work that would normally be authorized by the Corps Regulatory Nationwide Permit
No. 12; although the Corps does not issue itself permit authorization there has been coordination
with the USACE Asheville Regulatory Field Office), it is the Corps opinion that the project
complies with General Certification # 3819. A PCN and figures that further describe the project
are enclosed.

The project will be constructed primarily within the right of way of the NCDOT, except at stream crossings, and involve
impacts to the roadside shoulder. Land use in the general vicinity of the project is woods, agriculture and residential.
There are scattered businesses.

3d. Explain the purpose of the proposed project:
The purpose of the proposed action is to improve the reliability of water supply in the southern and western portion of
Stanly County. Currently, water is supplied to the south and western portion of Stanly County from an elevated tank at
the intersection of West Oakland Avenue and Monroe Street in the City of Albemarle which feeds two booster pumping
stations. From each booster pumping station, a waterline at each site conveys water to a 200,000-gallon elevated storage
tank, one west of Albemarle and one southwest of Albemarle, as shown on Figure 1. These elevated storage tanks
provide drinking water and fire protection to their respective service areas and to the public schools where they are
located. These pump stations are the only source of water to these storage tanks. If one station were to fail, no reliable
backup is available to supply these areas.
3e. Describe the overall project in detail, including the type of equipment to be used:
The proposed project involves the construction of a water booster pumping station and water transmission main south
and west of the City of Albemarle. The western water transmission main (Line Segment 1) involves a 12-inch water line
totaling approximately 8,300 linear feet along Bost Road from Canton Road to NC Highway 24/27, and approximately
11,250 linear feet along Canton Road from Bost Road to Austin Road. The southern water transmission main (Line
Segment 2) will involve approximately 36,900 linear feet of 12-inch waterline along Austin Road from Ridgecrest Road
(SR 1227) to N.C. Highway 73. Line Segment 2 will connect to existing waterlines at each end and to Line Segment 1.
Line Segment 1 will connect with Line Segment 2 approximately 16,650 linear feet south of N.C. Highway 73, at the
intersection of Canton Road and Austin Road.

Wetlands have been avoided. Stream impacts have been avoided by a directional bore at Bear Creek, and minimized by

Based on a review of the DWQ's Internal Policy "Cumulative impacts and the 401 Water Quality Certification and Isolated
Wetland Permit Programs, Version 2.1" the proposed water line will not result in cumulative impacts that will impact
downstream water quality. The project purpose is to increase the reliability of the water supply in southern and western
portions of Stanly County and as such it is not believed to have a growth-stimulating effect. There will be no new
impervious surface added by this project which will almost entirely located in NCDOT right of way.
