The Birchwood application is for an isolated wetland permit only; not a 404 or 401. I asked an old coworker about isolated wetland permits. They recommended checking both the isolated wetland & 401 boxes on the pcn application. Ian, for the future, do I only need to check the isolated wetland permit box when it only applies to an isolated wetland impact? Thanks for y'alls help. Jay From: Shern, James F SAW [mailto:James.F.Shern@saw02.usace.army.mil] Sent: Thursday, Juty 13, 2006 1:35 PM To: kellerenviro@earthlink.net Subject: Birchwood Section 7 Jay, I was talking to Ian at DWQ about this project. He sent you a letter requesting more information and copied me. That was the first I had heard of it. I was over at his office on a different project but I took the time to glance through the application. It was confusing as you only requested an isolated wetland permit and 401 from DWQ in the PCN. We never received a copy, but the cover letter requested written concurrence from the Corps under Section 404 for NWP 39. Had you intended to send us a copy or was this just an isolated wetland application to DWQ? In any event, I wanted to give you a heads up that we did not receive the application from you and are not processing it. If you do plan to submit it to us then please address Ian's concerns as well as the following in order for your application to be complete: Agent authorization signed by the property owner Site coordinates in decimal degrees Prior project history of JDs and Permits used on this and previous phases per section IV of PCN Future project plans per section V Documentation that the wetlands on the site are isolated Describe measures taken to avoid and minimize impacts per NWP General Condition 13 part 12 Provide a mitigation proposal for unavoidable impacts per NWP General Condition 19 Also, please send all future applications that you may have in Edgecombe, Halifax, Johnston, Nash and Northampton counties to my attention to help expedite processing.
