PROJECT SUMMARY: The applicant proposes to construct single-family residence, driveway, bulkhead, groins, pier, boathouse, two wet-slips and retaining wall. NARRATIVE CARLTON G.HARDEE CAMA MAJOR PERMIT December 29, 2010 Mr. Hardee proposes to construct a 36 foot by 36 foot dwelling on a 0.99 acre lot at Bay Hills Subdivision on the south side of the Pamlico River at its confluence with Chocowinity Bay. The majority of this lot is 404 wetlands. There is no CAMA marsh on the lot. Construction activities also include shore line stabilization (a bulkhead) and groin, a pier and boat house, a driveway, and a bulkhead to protect 404 wetlands. Sewage will be pumped off site. There will be no hardened collection system for rain water. All storm water will be sheet flow. The buildable part of this lot is at the water along a strip of wooded, sandy loam high ground with an average elevation of less than 4 feet. The construction of the dwelling and driveway require a bulk head to protect 404 wetlands. Part of the dwelling (about 25 percent) will be on pilings over the 404 wetland. Drive way access will be across the lot Mr. Hardee presently owns on the north side of the 0.99 acre lot. Only about 0.2 acres of land will be disturbed to accomplish all construction activities n Carlton G. Hardee Bay Hills Beaufort County Proiect setting The project site is located off SR 1190 at 1 Bay Drive in the Bay Hills Subdivision on the Pamlico River near Chocowinity in Beaufort County, North Carolina. The lot is approximately 1.0 acres (43,560 ft2) in size and has approximately 205 linear feet of shoreline. This lot is owned by Mr. Carlton G. Hardee who also owns a single-family residence immediately adjacent on the upstream side. The only man-made features on the lot is a bulkhead and a small amount of rip rap which measures approximately 80 feet in length. High ground exist immediately landward of Normal Water Level (NWL). This high ground transitions into a Section 404 Wooded Wetland that has been delineated by the US Army Corps of Engineers approximately 70' landward of NWL. The high ground on the property is approximately 4' above NWL. The lot is mostly vegetated with pines, mixed hardwoods, and 404 wetland species. The upstream (northwest) side is owned by the applicant and is a developed lot with a single- family residence, pier, boathouse, bulkhead and boat ramp. The downstream (southeast) side is an undeveloped lot which is of similar vegetation and elevation as the project site. The Pamlico River is classified as SB NSW by the Environmental Management Commission at the project site. The Pamlico River at this location is Coastal Waters and is not open to shell fishing. Proiect description The applicant proposes to install 135 linear feet of bulkhead an average of 2' water ward of Normal Water Level. The applicant has indicated in the application that 2.0 feet of erosion has occurred during the preceding 12 months. The bulkhead will have two groins projecting 25' waterward in the Pamlico River. The applicant also proposes to construct a 160' long by 6' wide pier with a 16' by 24' T-Head platform at the terminal end. A 12' by 24' boathouse (dripline) will be located on the upstream side of the platform. A 14' by 16' wet-slip with 3 pilings will be located on the terminal end of the structure and a 14' by 24' wet-slip with 3 pilings will be located on the downstream side of platform. An additional 30' of 6' wide pier/access will be landward of NWL. A 100' retaining wall/bulkhead will be located on the landward edge of the Section 404 Wooded wetlands. A 40' by 40' (includes drip line) single-family dwelling will be located approximately 50' landward of NWL. A portion of the proposed dwelling (roof drip line) is proposed within the Tar- Pamlico River Basin Buffer administered by the NC Division of Water Quality. Approximately 560ft2 of the residence will be pile supported over the Section 404 wooded wetlands. This structure is being relocated from a lot within Bay Hills subdivision. The applicant proposes to pump sewage from this residence to an offsite location. The proposed sewage disposal method has not received any state or local approval at this time. A 10' wide by 100' long asphalt driveway is proposed immediately landward of the Tar-Pamlico River Basin Buffer. Anticipated impacts The project will result in localized turbidity as a result of the construction activities. The construction of the proposed docking facility will result in a total river bottom shaded impact of ±1,632ft2. The construction of the bulkhead will result in the filling of approximately 270 ft' of shallow river bottom. The construction of the single-family residence and the driveway will result in ±2,030 ft2 of impervious surface within the Coastal Shoreline AEC, which is approximately 16%. Approximately 560ft2 of delineated Section 404 Wooded Wetlands will be shaded as result of the construction of the pile supported dwelling.
