Please find five copies of the Addendum to the Pre-Construction Notification Application for the
above referenced site. ECS submitted a PCN application for the referenced site dated January
31, 2011. Based on conversations with Ms. Amy Euliss, additional drawings and buffer
calculations are needed in order for the NCDENR DWQ to continue to review the application.
There are no buffer impacts that will occur in the borrow area. A minimum 50 foot undisturbed
buffer will be maintained between the edges of the borrow pit and the streams located along the
perimeter boundaries (Figure 3). There are buffer impacts associated with the construction of
the proposed haul road (Haul Road Plan). The haul road is temporary and will no longer be
used at the completion of the NCDOT project. The stream will be restored and the banks and
buffers will be stabilized and seeded. The NCDOT Project completion date is June 15, 2013.
The attached drawings and this letter are intended to clarify the buffer impacts associated with
