9. PROJECT DESCRIPTION:
The project site is located at 403 Chadwick Shores Drive in the Chadwick Shores Subdivision,
adjacent to Fullard Creek which is contiguous with Chadwick Bay, in Sneads Ferry, Onslow County.
To get to the site from Wilmington take US HWY 17 N to Old Folkstone Road, which is located
approximately 4 miles north of Holly Ridge. Turn right onto Old Folkstone Road and continue to
Chadwick Acres Road, there is a power sub-station at the intersection, turn right and travel
approximately 0.90 miles to the entrance of the Chadwick Shores Subdivision. Turn left into the
subdivision and bear left onto Chadwick Shores Drive. The project site will be located approximately
0.45 miles on the left side of the road. The property is adjacent to Chadwick Shores Drive to the
south, residential lots to the east and west, and Fullard Creek to the north. There is currently a single
family residence with a private docking facility on the site. The current elevation of the property
ranges from approximately 1-5' above mean sea level (MSL) and the lot is approximately 22,500
square feet. The highground portion of the property is vegetated primarily with lawn grasses and
shrubs. There is an approximately 5 foot slope from the front of the house to the rear and 404 Type
wetlands are present adjacent to the rear of the home. The 404 wetlands transition to Coastal
wetlands where high and low marsh species are present. The high marsh species consist of Black
Needlerush (Juncus roemerianus), Spike grass (Distichlis spicata), and Cat-tail (Typha spp.). The
high marsh ranges in width from 15 to 30 feet. The high marsh transitions to low marsh, species
include Sea lavender (Limonium spp.), Glasswort (Salicornia spp.), and Smooth Cord grass (Spartina
alterniflora). The low marsh ranges in width from 10 to 20 feet and is tidally influenced by a small
creek that is approximately 3 to 5 feet wide and runs under the pier. The existing pier is 6 feet wide
by approximately 200 feet long with an 8 feet wide by 16 feet long "L" head platform. The existing
pier appears to be located within the 15 foot setback of the adjacent riparian property to the west
(Wagoner). Fullard Creek is approximately 400 feet wide at this location and is approximately -1.5
feet deep at normal low water (NLW) at the waterward end of the pier.
The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The
waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of
Marine Fisheries has designated this area of Fullard Creek as a Primary Nursery Area, and the
waters adjacent to the proposed project are closed to the harvesting of shellfish.
10. PROPOSED PROJECT:
The applicant is proposing to expand the existing pier by constructing an additional 23 feet long by 11
feet wide covered platform. The applicant is proposing to utilize a barge to drive pilings and all other
work would be done using hand tools. As proposed the platform addition would appear to encroach
into the 15 foot riparian setback to the west. The applicant has provided a signed waiver from the
adjacent riparian property owner to the west, William Wagoner.
10. ANTICIPATED IMPACTS
The proposed platform addition would incorporate 253 square feet of Estuarine Waters and Public
Trust Area within Fullard Creek. Minor increases in turbidity can be expected during initial
construction.

Thornton Builders and Investments, LLC proposes to build a 23' long X I F wide
covered platform at 403 Chadwick Shores Drive for the Owners, a Mr. and Mrs. Charles
McMurray. A barge will be used to drive six to eight piles in the waters of Fullard Creek
and the rest will be stick built (framed) using various hand tools, power tools, and treated
lurnber. The purpose of the covered platform is to offer the McMurrays' a sittingneisure
area at the end of their existing dock.

In addition to this completed application form, (MP-1) the following items below, if applicable, must be submitted in order for the application
package to be complete. Items (a) - (t) are always applicable to any major development application. Please consult the application
instruction booklet on how to properly prepare the required items below.
