Dear Sirs: Please find enclosed the Pre-Construction Notification for the above referenced project. The proposed project involves widening SR 1613 (Winstead Avenue) from a three lane (one lane in each direction plus center turn lane) to a six lane median divided facility with curb and gutter from SR 1770 (Sunset Ave.) to US 64, and a four-lane median divided facility with curb and gutter from US 64 to SR 1604 (Hunter Hill Rd). This project proposes 12 foot travel lanes with a 30 foot grass median with curb and gutter and sidewalks on both sides The total length of this project is 1.7 miles. The purpose of this project is to improve the level of service (traffic flow) for SR 1613 (Winstead Avenue). There are unavoidable impacts to wetlands buffers, an d streams associated with this project. Stony Creek is located in th ar aver Basin and is classified by the Division of Water Quality as C NSW waters and is listed as 303D waters. Best Management Practices for the Protection of Su ace Waters will be strictly adhered to during this project. This will keep the size of the treatment BMP to a minimum. Grass swales behind curb and gutter as well as in the median will be utilized to provide required nutrient removal from increased impervious surfaces. Grass swales in the median need to be planted with native grasses only. No trees or shrubs will be allowed in these areas. R_ C. Henegar, PE February 4, 2008 Page 2 • Since the entire project is in the Stony Creek watershed, nutrient removal calculations provided by grass swales will be reported for the project as a whole. • Due to heavy urbanization and site restraints along this corridor, level spreaders could not be utilized to provide diffuse flow of storm water through riparian buffers. Stormwater treatment will be provided by use of grass swales and preformed scour holes. Rip-Rap will be used for all pipe outlet protection. • The stream site where the house and billboard will be removed from the buffer (Sta. 92+00 Right) will be replanted with native trees and shrubs and used as buffer restoration to offset other buffer impacts on this project. This site will utilize a grass swale located inside the buffer zone to provide some pollutant removal from the large area draining to this outfall.
