Waterlines are proposed for construction within existing NC Department of Transportation rights-of- way. Proposed waterlines will cross several culverts and bridges that have been identified as potential perennial surface waters within the Neuse River Basin. All crossings shall be performed by horizontal directional bore such that no excavation will occur within the surface water resources or identified buffers. After review of initial comment in your correspondence ("The PCN failed to reflect any wetland, stream and/or buffer impacts"), I have determined that proposed waterline will encroach the fringe area of Zone 2 of the riparian buffer of an un-named tributary as part of a needed interconnection to an existing waterline. All construction will be confined to the NCDOT rights-of-way and the ground surface will be restored to pre-construction conditions. If is my understanding that horizontal directional bore of streams (no excavation) does not require permit approval. The one (1) Zone 2 buffer impact does require approval. As part of a resubmittal, please find enclosed the following exhibits for your review: Processing fee in the amount of $240.00 made payable by North Lenoir Water Corporation. 2. Five (5) revised copies of the "Pre-Construction Notification" (PCN) Form. One (1) copy of 8'/2" x 11" quadrangle map "Falling Creek, NC" showing location of identified streams shown in plans. 4. One (1) copy of ''/z" x 11 " quadrangle map "Kinston, NC" showing location of identified streams shown in plans.
