Dear Mr. McMillan,
This letter is in response to your On-Hold letter, dated December 22, 2010, as well as our
meeting about the Wood Creek Subdivision on February 17, 2011. The proposed impacts
for the Wood Creek project have been revised in order to facilitate issuance of the permit.
Specifically, Impacts 8 and 14 have been removed from the proposed impacts. Impact 8
consisted of impacts from a sewer line crossing. The site plan has been revised to jack
and bore the sewer line beneath the wetlands, eliminating wetland impacts. Impact 14
consisted of a road crossing to provide access to additional uplands for future
development. This road crossing has been removed from the site plan, and will be
permitted when needed for future development.

Please note that all impacts were completed prior to expiration of the previously issued
Water Quality Certification (DWQ Project #06-1214, Ver.2), except 39 if of stream
impacts and 0.069 acres of wetland impacts at Impact 4,. The current project proposes to
complete the additional 39 if of stream impacts 0.069 acres of wetland impacts at Impact
4 for completion of the partially constructed road crossing. In order to keep the
accounting of the permitting history of this project as simple as possible, we are
