SUBJECT: Pipe Replacement on SR 1150 (Teague Town Road), Alexander County
Dear Mr. Wrenn:
The North Carolina Department of Transportation requests authorization to replace existing 73-
foot long, triple 72" pipes with a double 70-foot long 96" CMP on SR 1 150 (Teague Town Road)
in Alexander County. Stream cross-sections surveyed upstream of the existing pipe indicated an
average stream width 8 feet and a bankfull height of 1.5- 2.0 feet. Ten feet of riprap will be
utilized at the inlet and outlet for structure stabilization. The banks at the inlet and outlet of the
proposed floodflow pipe will be excavated to bankfull elevation and the bank of the bench will
be rock lined for stabilization. Due to the increase in slope front the existing pipe (0.1 %) and the
proposed pipe (1.4%). the new pipe will not be buried per regulation so as not to create upstream
destabilization (headcut). A temporary cofferdam pumping system will be used to divert the
stream around the construction site as needed. Areas affected by temporary cofferdam system
will be graded and restored back to pre-project conditions. The scope of the work will result in
10 feet of permanent riprap impacts to Jumping Run Creek, which is classified as Class C Waters
by the Division of Water Quality.
Tile project area is not located within '/ inile of a critical watershed area nor is SR 1150 a rural
or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous
spill basin checklist.
This office has conducted a GIS and field survey for the project for historical sites and
threatened/endangered species sites. No sites listed on the National Register of Historic Places
are located in the vicinity of the project nor did there appear to be any eligible structures. The
federally listed species for Alexander County (USFWS listed date September 22, 2010) include
the Dwarf-flowered heartleaf (Hexaslvlis mmi/loiw), T (Threatened) and the Bog Turtle
(Glypetemys nmhlenbergii), T/SA (Threatened Due to Similarity of Appearance). The Natural
Heritage Program records document the nearest dwarf-flowered heartleaf location approximately
4 miles south of the proposed project. The heartleaf is usually found on dry to moist ravine
slopes (usually north facing and of the oak-hickory-pine forest type) and in boggy areas near
springheads. There is no potential habitat within the proposed project area, and no species were
observed.

National Heritage Program records document the nearest bog turtle location approximately 14.5
northeast of the proposed project area. Bog turtles are usually found in bogs, marshes, and wet
pastures. There is no suitable habitat located within the project area. T/SA species arc not
subject to Section 7 consultation, however, the proposed project will have no affect on either the
dwarf-flowered heartleaf or the bog turtle.
I have enclosed a pre-construction notification for a NW43 (GC 43687), sketches of planned
activities and location maps relative to the project.

The purpose of the proposed work is to replace deteriorating pipes for the safety of the travelling public.

NCDOT proposes to replace a deteriorating 73-foot long, triple 72" CMP with double 70-foot long, 96" CMP with
headwalls and associated riprap for structure stabilization. The existing banks at the floodflow pipe inlet and outlet will be
excavated to bankfull elevation. The back of the bankfull floodplain benches will be rocklined for stabilization. A
temporary cofferdam pumping system will be used to divert the stream around the construction site as needed. Area
affected by temporary cofferdam system will be graded and restored back to pre-project conditions. The project will be
constructed using typical heavy equipment (trackhoe, backhoe, etc.).
