After reviewing our renewal request and the project status it was determined that the best way to handle the situation was for us to eliminate the two impacts that had not been started. These are Impact 8 (sewer crossing in Tract F future phases) and Impact 14 (future road crossing in Tract J). We will eliminate Impact 8 by boring the sewer line and Impact 14 may be requested in the future only if needed. This leaves Impact 4 (the B/C connector road crossing where the pipe was installed prior to expiration of the environmental permits) as the only item needing to be permitted. Since the impacts associated with this crossing have been partially completed, we will request the remaining impacts via our revised Impact map & PCN. The impact map will show the existing impacts and what is left. We will also amend the total quantities of impacts reflecting the deletion of Impacts 8 & 14. We understand that you will be able to issue the permit with the removal of the other impacts. We are working on those revisions and will submit to DWQ early next week. We also discussed the level spreaders within the project and understand that we can use the revised level spreader standards with the bypass channels since they are an allowable use. We will need to submit the designs to Annette for review and concurrence since there may be some buffer impacts. Also, depending on the space available, we could move the level spreader 30' from the buffer and grade a filter strip to the buffer as shown in the BMP manual. It will be our intent to complete future level spreaders in one of these manners. We may also look at retrofitting existing level spreaders on a case by case basis and will run everything through Annette and the Town of Holly Springs. Lastly, we discussed the Town of Holly Spring's request for confirmation from DWQ that the constructed wetland serving the neighborhood recreation site was also acceptable for Tract D-2. DWQ provided the attached SWM approval letter for this BMP and we were told that as long as the impervious % did not increase, that DWQ deemed it acceptable. Our report to the Town kept the impervious surface are the same as in the previous information. Please respond to this e-mail with either your concurrence with this information or clarifications if needed. Also advise if you have any questions or require additional information.
