PURPOSE OF THIS MEETING
The purpose of today's meeting is to discuss revisiting selection of alternatives to be studied
in detail in order to reduce the amount of preliminary design work required for the project.
PROJECT DESCRIPTION
TIP Project R-2511 is included in the 2009-2015 Transportation Improvement Program
(TIP). The project involves widening existing US 17 from north of NC 171 in Beaufort County
to the existing multi-lanes south of Williamston in Martin County, a distance of approximately
10.4 miles (see the attached vicinity map). The total roadway width will be 102 feet, which
includes four 12-foot travel lanes, a 46-foot median and 8-foot shoulders (4-foot paved) on each
side to accommodate bicycle traffic. Partial control of access is proposed, which means one
access point (driveway) will be allowed for each property (larger properties may be allowed a
second access point).

The right of way acquisition and construction schedule in the draft 2011-2020 10-Year Work
Program is:

PROJECT PURPOSE
Concurrence on Concurrence Point 1 (purpose and need) was reached at a NEPA/404 Merger
Team meeting held on May 6, 1999. Team members agreed on the following purpose statement
for the project: The purpose of the project is to alleviate congestion and improve the level of
service along US 17, and in doing so, improve safety of the route.
PROJECT ALTERNATIVES
Following the NEPA/404 Merger Team meeting held on May 6, 1999 there was
coordination with the team on which project alternatives to carry forward. Consensus on
Concurrence Point 2 (Design Options for Detailed Study) was reached and stated in a letter dated
October 19, 1999. Team members agreed on the following alternatives: east-side widening,
west-side widening and a combination of east-side and west-side widening.
Instead of developing three preliminary designs for the entire project, NCDOT staff has
broken the project into sections and would like to discuss with the merger team whether or not a
widening alternative (west side or east side widening) could be selected within some of the
sections. Doing so would potentially reduce the amount of design work required for the project.
