We're getting the gauges on order today and will let you know when they're installed (rain and single GW gauge for now). David Cooper of our office will be taking the lead on this one. The majority of the document is the same as the Draft we'd reviewed during our meeting at your office on January 20th. I have made slight revision to select wording for clarification purposes but none that are beyond the content of our discussions to date the most notable change is to the first note in the Monitoring Reporting section that now reads: a. Based upon the results of local groundwater monitoring, a request may be made to the Division of Water Quality (DWQ) on behalf of the Owner to release the project from future local groundwater monitoring requirements or the cessation of site monitoring activities altogether. Environmental Consultants, PA :Road Raleigh, North Carolina 27614 Phone: (919) 846-5900 Fax: (919) 846-9467 www.SandEC.com February 14, 2011 RE: Stream Restoration Project - N4 Cluster - NCSU Centennial Campus Proposed Monitoring Plan Monitorin~ponents - General restoration monitoring shall include scheduled overall stability reviews consisting of a traverse of the length of the restored stream and adjacent buffer for the purpose of observing the overall condition of the channel bed and banks, installed structures, and general vegetative success. Close attention will be paid to indications of instability, erosion, sloughing, subsidence, and/or collapse of channel banks and structures. 2. Photo point will be established at various locations along the restoration reach and within the adjacent buffer area for comparison with future monitoring visits. Photo points will be GPS located for use in monitoring reports. Localized (presumably perched) groundwater location will be monitored utilizing Infinities USA, Inc. pressure water level data loggers. A total of three (3) groundwater monitoring gauges will be installed on site, including two (2) along the restoration reach and one (1) in the undisturbed stream segment immediately upstream of the restoration reach. Regularly scheduled download and processing of collected data will be performed. 4. Rainfall data will be collected using a single Infinities USA, Inc. rain gauge data logger installed in the immediate vicinity of the stream restoration. Regularly scheduled download and processing of collected data will be performed. NOTES: a. A single pressure water level data logger within the undisturbed stream segment and rain gauge will be installed on site on site for a minimum thirty (30) days prior to the initiation of restoration construction activities. b. The two pressure water lever data loggers within the restoration reach will be installed during or immediately following construction, and in such a fashion so as not to penetrate the impervious geo-membrane beneath the restored channel bed. Page 1 of 2 Monitoring Schedule - Monitoring will be performed for a period of five (5) years following the completion of restoration construction unless a lesser monitoring period is otherwise approved, in writing by NCDENR-DWQ. 2. Stability review site visits will be conducted on a quarterly basis for the first year and on an annual basis for the remaining four years of the required monitoring period. 3. Gauge downloads (groundwater and rain gauge) will be conducted on a monthly basis for the first year and on a quarterly basis for the remainder of the monitoring period. Monitoring_Reporting - 1. An annual written report summarizing stability reviews, the results of local groundwater and rain gauge monitoring, and the overall restoration success for the monitoring year will be submitted to DWQ by June l sc of each monitoring year. 2. This report shall include the date of each site visit, a qualitative description of the condition of the restoration reach, sequential digital photographs of each photo point, local groundwater and rain gauge monitoring results, and a description of any repairs or corrections to the restoration reach or buffer, including dates of completion. NOTES: a. Based upon the results of local groundwater monitoring, a request may be made to the Division of Water Quality (DWQ) on behalf of the Owner to release the project from future local groundwater monitoring requirements or the cessation of site monitoring activities altogether. b. Observed problem indicators will be noted and reported to DWQ within 48 hours of identification. c.
