If during the review, mitigation is deemed necessary, an EEP approval to pay into the In Lieu Fee program has been issued for the project and can be submitted upon request. This project has been approved and funded by the USDA program. The project will need to be approved April 1, 2010 or the funding could be removed by the USDA. Page 11 of 11 PCN Form -Version 1.3 December 10, 2008 Version PROJECT NARRATIVE The Town of Fletcher proposes to develop the property adjacent to their current Parks and Recreation Department to establish the community center, the Heart of Fletcher. The property is currently an agricultural site that contains 1.06 acres of wetlands and 4,1541inear feet of streams as delineated by the Unites States Army Corp of Engineers (USAGE) along with C1earWater Environmental Consultants. The original master plan for the site was to develop most of the property to incorporate the Town's administrative offices as well as provide an area for commercial development. The original site plan was developed using an aesthetic approach without much consideration to the environmental impacts to the site. A copy of the original site plan is attached for reference. The impacts to the wetlands and streams would have required an Individual Permit. from the USAGE. The Town has revisited the original concept of the site and has revised the plan based on economic factors as well as overall approach. The currently proposed project consists of a single Town Hall building that will house the Town's administrative offices and Police department, producing minimal impacts to adjacent streams and wetlands. The revised site plan has moved the location of the proposed building site as well as incorporated retaining walls to limit the amount of disturbance on the project. The proposed site will also have minor temporary impacts to the adjacent streams with a permanent relocation of the stream behind the proposed site, reducing the overall impact to the site. We have calculated the drainage area of the proposed relocated stream section. Based on this drainage area, we prepared a conceptual design of the relocated stream cross-section. We are in the process of completing the stream design process including survey, site assessment, identification and measurement of reference reach, performing River Morph analysis of relocated stream section and preparing final design documents by refining our conceptual design. Based on serious time constraint that affect the viability of this project, we are submitting this application with conceptual design included with the understanding that a complete detailed design will be submitted within the next few weeks to completely explain the details and basis of the relocated stream. This was done by measuring the normal depth of the water and analyzing it against the average slope and estimated roughness coefficient of 0.30. The average normal depth was estimated to be four inches. The shape of the channel is an irregularly shaped trapezoid. The cross section of the proposed stream can be analyzed in three stages. 1. Asymmetrical trapezoid was chosen as the cross section to allow for ease of construction. The normal depth for the base flow will be similar to the existing depth at 0.29 feet. 2. The main channel is designed to accommodate the two year storm. This is the maximum amount of runoff the stream can accommodate before spilling into the floodplain. The main channel will convey 63.24 cubic feet per second. This number is the runoff generated from the two year storm as well as the base flow. 3. In accordance with the Town of Fletcher ordinances, the floodplain is designed to accommodate the one hundred year storm.
