REQUEST FOR MORE INFORMATION
Dear Sir or Madam:
DWQ Project # 11-0080
Granville County
On January 24, 2011, the Division of Water Quality (DWQ) received your application dated January 21,
2011 to fill or otherwise impact 0.64 acres of Isolated and other Non-404 Jurisdictional Wetlands and
Waters and 0.00 square feet of Zone 1 Neuse River basin protected riparian buffer, and 0.00 square feet of
Zone 2 Neuse River basin protected riparian buffer to construct the proposed development to the Martin
County Airport at the site. The DWQ has determined that your application was incomplete and/or provided
inaccurate information as discussed below. The DWQ will require additional information in order to
process your application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will place this project on
hold as incomplete until we receive this additional information. If we do not receive the requested
information, your project will be formally returned as incomplete. Please provide the following information
so that we may continue to review your project.
Additional Information Requested:
1. Please re-submit your site plans on full plan sheets at a scale of no smaller than 1 "=50' with
topographic contours shown.
2. Please provide building envelopes for all lots with wetlands, streams or buffers on the site plans.
3. Please indicate proposed lot layout as an overlay on the site plan.
4. Please locate any planned sewer lines on the site plan.
5. Please indicate all stream impacts including all fill slopes, dissipaters, and bank stabilization on
the site plan.
6. Please indicate all wetland impacts including fill slopes on the site plan.
7. Please enumerate all riparian buffer impacts on the site plan and clearly label impacts (Buffer
Impact 1, etc.).

Please locate all isolated or non-isolated wetlands, streams, and other waters of the State as
overlays on the site plan.
9. Please locate all of the protected riparian buffers as overlays on the site plan, clearly showing
Zone 1 and Zone 2.
10. The 2:1 side slopes that are used throughout this project are too steep. Please adjust the slopes to
3:1 or flatter.
11. The DWQ does not allow the use of scour holes to meet diffuse flow requirements except in
unusual circumstances when flows are very small and space is very constrained. Scour holes may
be used to stabilize transitions from cut to fill slopes but not to diffuse flow from new ditches that
are directing flow through protected riparian buffers. As discussed in the meeting between the
consultants and the DWQ on December 15, 2010, the DWQ recommends the following approach
to meeting diffuse flow requirements on this project:
a. Minimize the use of swales to the maximum extent practicable by super elevating the
greenway trail and allowing stormwater to sheet flow off the trail. The small drainage
areas on this project are unlikely to cause significant amounts of runoff sheeting across
the trail.
b. Provide level spreaders that are designed in accordance with Chapter 8 of the BMP
Manual. For every level spreader that is proposed, provide a Level Spreader Supplement
Form that is completely filled out with all required items attached. The BMP Manual and
Supplement Forms are available at http://portal.ncdenr.or web/wq/ws/su/bmp-manual.
12. For the scour holes that remain after implementing Item (2) above, please provide a detailed
justification for its need on the project (i.e., it is stabilizing acut-fill slope transition or flows are
very small and space is very constrained).
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
this time) by the DWQ. Please call Mr. Ian McMillan or Ms. Amy Chapman at 919-807-6301 if you have
any questions regarding or would like to set up a meeting to discuss this matter.
Sincerely,
Ian McMillan, Acting Supervisor
