Division of Water Quality April 18, 2007 DWQ EXP No. OS-1920 Marvin Ridge Middle School + High School (New Middle School and High School B) Union County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Don Hughes Union County Schools 116 North Main Street Monroe, NC 28112 REQUEST FOR MORE INFORMATION-EXPRESS REVIEW PROGRAM On April 16, 2007, the Division of Water Quality (DWQ) received your stormwater management plan application to comply with the requirements of the 401 Water Quality Certification issued on November 30, 2005 to a project known then as "New Middle School and High School B, Crane Road, Waxhaw, NC". Please provide the following information so that we are able to review your project: 1. The 401 Water Quality Certification issued on November 30, 2005 noted that along with the requirements contained the Water Quality Certifications (GC 3374 and GC 3402, which correspond to NW 12 and 39), you were required to comply with additional conditions contained in the written approval letter. Condition Number 1 states, "...The stormwater management facilities must be designed to treat the runoff from the entire project, unless otherwise explicitly approved by the Division of Water Quality". You have only provided stormwater management for two of the five drainage areas you have on this project site. a. Please provide stormwater management for the other three drainage areas. b. Please provide all worksheets and calculations for the other three drainage areas. c. Please provide a signed and notarized operation and maintenance agreement that includes all stormwater management facilities on this project. 2. The length to width ratio of the two wet ponds provided in your plans appears to be under 3:1; DWQ has concerns about short-circuiting of the pond treatment systems. Please respond within five (5) days of the date of this letter by sending three (3) copies of this information. The Express Review Program is a process that requires all parties to participate in a timely manner. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers.
