Zppg Q EUGENE CONTI, SECRETARY Subject: Nationwide Permit 914 Non-inventory Pipe Replacement on SR 1836 (Mathis Road) Surry County, North Carolina Project Number: 11C.086021 (DWQ Permit Fee: $240) Dear Mr. Matthews: The North Carolina Department of Transportation is scheduled to replace an existing 33'x 36" CMP with 2 lines of 70'x 48" CW. The western barrel will be isolated to carry stormwater only through floodplain construction on the inlet and outlet ends. The existing pipe is deteriorated and must be replaced. The additional overflow barrel will hopefully stop the occasional road flooding (and associated sedimentation) at this location. No detour is proposed. Miscellaneous rip-rap impacts will total 20 linear feet or less. New stream impacts = 57 In. feet. The replacement of this pipe will require temporary dewatering. An impervious sandbag dike will be constructed approximately 20 feet upstream of the existing structure to create a small pool. Clean water will temporarily be pumped around the construction area and will be discharged downstream. Any dirty water located inside of the construction area will be pumped into a silt bag. Permitted temporary dewatered length will total approximately 40 linear feet beyond the permanent impact area. Once the new structure is in place, the impervious dike will be removed and preconstruction streambed elevations will be restored. Construction of this project will require impacts to waters of the United States in the Yadkin River Basin. This pipe carries an unnamed tributary to Chinquapin Creek (Class: WS-II, HQW). This project was reviewed for the presence of threatened and endangered species on July 7, 2009. The subject project will have no effect on any federally listed endangered plant or animal species.
