U-4438 This project proposes to rehabilitate US 158 (East Elizabeth Street) from
US 17 Business (Road Street) to Water Street and replace the existing
drawbridge carrying eastbound US 158 traffic over the Pasquotank River
and construct a new bridge tender's building.

NOTICE OF A PUBLIC INFORMATIONAL MEETING
IMPROVEMENTS TO US 158 FROM US 17 BUSINESS (ROAD STREET)
TO EAST OF THE PASQUOTANK RIVER, ELIZABETH CITY

The North Carolina Department of Transportation (NCDOT) in conjunction with the
City of Elizabeth City will hold the above Public Informational Meeting on Tuesday,
February 1, 2011, from 5:30 p.m. to 7:30 p.m. in the Arts of the Albemarle Building,
516 E Main Street, Elizabeth City, 27909.
The purpose of this meeting is for NCDOT and City representatives to provide information
and answer questions regarding the construction phasing, utilities and traffic control for the
proposed improvements to US 158 from US 17 Business (Road Street) to Water Street. The
North Carolina Department of Transportation (NCDOT) has completed the final design work for
this project. A brief overview presentation of the proposed improvements will begin at 5:30 p.m.
This project proposes to rehabilitate US 158 (East Elizabeth Street) from US 17 Business
(Road Street) to Water Street and replace the existing drawbridge carrying eastbound US 158
traffic over the Pasquotank River and construct a new bridge tender's building. The purpose for
the project is to correct differential settling, or sinking, of the US 158 roadbed, eliminate other
minor problems with the roadway, and to replace the eastbound drawbridge with a reliable and
safe structure. The existing bridge will be replaced by a wider structure that accommodates
pedestrians and bicycle traffic.
Construction of this project is expected to last up to four years. Utilities that cross or lie
along East Elizabeth Street will be relocated in early 2011. Actual project construction will begin
in mid-2011. Two lanes of traffic will remain open during construction, with traffic traveling on one
lane in each direction. However, temporary road closures will be necessary for utility and
drainage construction. NCDOT apologizes for any inconveniences during construction.
NCDOT is very concerned with making sure construction on East Elizabeth Street does
not damage adjacent buildings. Construction methods will be used that minimizes vibration and
digging. NCDOT will prepare a Vibration Monitoring Plan that limits the level of vibrations allowed
by construction equipment and will monitor vibrations during periods of roadway construction.

NCDOT will provide auxiliary aids and services under the Americans with Disabilities Act
