The APE is centered on Bridge 401 and extends 1000 feet to the E and W and 500 feet to the N and S to encompass all proposed construction and existing ROW (no acquisition anticipated). Pitt County current mapping and tax information identified two pre-1960 properties: the circa-1910s Blaney Sumrell House and Farm (PT 146) on which also stands the William Luther McLawhorn House (PT 145) originally presumed demolished and an adjacent parcel with a mid-century house. The county architectural survey (1980s) and related publication recorded the structures associated with the Sumrell property (scot, Power, ed., The Hysteric Architectrire of Pitt County, North Carolina ([Greenville]: Pitt County Historical Society, Inc., i99i)). The presence of surveyed sites dating to the early twentieth century and an unrecorded property dating to the late 1940s, as well as a Federal permit area indicated an architectural survey, conducted on 6 January 2010. The survey included investigation of 100% of the APE by automobile and on foot, and the identification, photographing, and mapping of all above-ground resources over fifty years of age in the APE (see attached survey map and inventory). The survey recorded four m.sources: Bridge No. 401, the Blaney Sumrell House and Farm, the William Luther McLawhorn House, and a mid-century house. Constructed in 1959, Bridge No. 401 is a 25-foot-long, two-span, steel stringer, multi-beam bridge and is not eligible for the National Register according to the NCDOT Historic Bridge Survey as it is not historically, architecturally, or technologically significant. The Sumrell House and its complex of outbuildings, the McLawhorn House, and a remodeled mid-century house stand well beyond the extent of work proposed (confined to the existing ROW), their historic landscape features are similarly removed from planned construction. As the project is state funded, GS 121-12(a) applies; in addition, its Federal permit area is subject to Section 106 review. A finding of "no historic properties affected" will satisfy both GS 121-12(a) and Section 106 compliance requirements. SUNINLLRY OF CULTURAL RESOURCES RE:VIE`V Brief descl•iption oj*review activities, results of review, and conclusions: The site files and maps at the Office of State Archaeology (OSA) were reviewed on Thursday, November 4, 2010. A comprehensive survey of this bridge location has never been conducted. Located within one (1) mile of the proposed project are various known archaeological sites, most of which were recorded in 2008 and all of which were recommended as not eligible for the National Register of Historic Places (NRHP). Digital copies of HPO's maps (Ryden quadrangle) were reviewed on Wednesday, November 10, 2010. Within the footprint of the project, there are no recorded historic structures that may have intact archaeological deposits. It should be noted though that the Blaney Sumrell House (PT 146), built in 1906, is located about 350 ft southwest of the proposed project (i.e outside the Area of Potential Effects). Based on the design plans submitted for this project, there are no activities proposed outside the existing ROW. therefore, the APE for this project will measure 60 ft wide (i.e. the existing ROW) by about 1,025 ft long (i.e. 500 ft from either end of the current bridge) totaling about 61,500 sq.ft. or 1.4 acres of the current roadbed. Pitt County GIS provided aerials (2004 and 2009 orthos) of the project area revealing an APE composed primarily of sparse treelines running parallel to the road as well as scrub vegetation in and along the banks of the tributary. The 2009 ortho shows a tobacco barn located in the northeast quadrant of the project area, about 65 ft from the corner of the current bridge and about 15 ft outside the existing ROW (i.e. outside the APE). In addition, the 2004 ortho shows a smaller farm structure (barn or shed) located in the southeast quadrant of the project area, about 73 ft from the corner of the current bridge and about 33 ft outside the existing ROW (i.e. outside the APE); this structure is no longer extant in the 2009 ortho. In 2008, a residential structure was constructed in the southwest quadrant of the project area, about 165 ft from the corner of the current bridge. The remaining portion of the southwest quadrant has been turned into a modern yardscape, whereas the northwest quadrant appears to consist of frequently flooded soils and scrub vegetation. Historic maps, through UNC-CH (http://www.lib.unc.edu/dc/ncmaps) were also reviewed, noting that sometime during the mid-20a' century the alignment of Sumrell Road (SR 1112) was shifted creating an almost 90° turn to the north near the Blaney Sumrell House. Prior to this realignment, Sumrell Road (SR 1] 12) had always continued west on a rather straight line before curv ing to the north where it intersected what would become NC 102 (see the last three maps below). The Soil Survey for Pitt County (I974:Shect No.67) reveals that the study area for the proposed project consists primarily of Pantego loam (Pg) abutted by Craven fine sandy loam, 0 to 10 percent slopes (CrQ to either side. Aycock fine sandy loam, 1 to 6 percent slopes, eroded (AyB2) can be found farther east of the 'No Sun•ep Required "form for Afinor Trmevportntiau Projects as Qualified in the 2007 Programmatic Agreement NCDOT Archaeology & Historic Architecture Groups project area whereas Wagram loamy sand, 0 to 6 percent slopes (WaB) can be found farther west of the project area. Two projects requiring OSA's environmental review were conducted in the vicinity of the proposed project (ER 05-2280 and GS 93-0030. The first project consisted of improvements to the water and wastewater infrastructure for the Town of Avdcn. Because of low probability, no archaeological investigations were recommended. The second project was the Greenville Southwest Bypass, for which an archaeological survey was conducted recording various historic archaeological sites in the vicinity, all of which were recorded in areas on new location. Based on the presence of the Blaney Sumrell House, a reconnaissance of the project area may be conducted in tandem with a representative of the NCDOT Historic Architecture Group. Second, a "No Comment" statement was issued by OSA for the one project in the vicinity that was to be conducted within previously disturbed contexts (i.e. water and wastewater extensions). Finally, as proposed in the submittal form for this project, the plans suggest that the current bridge will be replaced by a structural plate pipe arch in the exact same place. No additional ROW will be required for this project; therefore, all proposed construction activities including staging areas will take place within the existing ROW, which is to be considered a disturbed context.
