Since the pond has been built, they have been monitoring the water levels, and it appears to be maintaining at a constant level. Given the fact that the water level has been holding constant, the Developer would like to request to leave the pond as installed. When we last spoke you mentioned that we may be able to eliminate the need for an artificial pond liner if it could be demonstrated that the stormwater pond could operate in a satisfactory manner. After performing a geotechnical analysis on several soil deposits onsite, the soils chosen for the pond berm construction had a permeability ranging from 1.3 x 10-6 to 7.8 x 10-6. These materials were used in the core of the berm at a width of 12 feet from the bottom of the key to within 2 feet of the top of the berm. The remaining soils were a mixture of these soils with other clays found onsite. The pond construction was completed the first part of November and the impounded water reached the permanent pool level around the middle of November. Since this time the Contractor has been monitoring the water surface elevation to detect any fluctuations. As of this week the permanent pond has maintained a constant level with little-to-no fluctuations. Additionally, the rainfall gauge at the site recorded total rainfall data that was in accordance with the average monthly rainfall for Marion, NC. Based on this data, it is my opinion that the current operation of the pond meets the intent of the ordinance. Therefore, I am requesting your approval to eliminate the need for the artificial pond liner. Should you have any questions, please call me to discuss.
