Hi Sue and Monte -
Here's the revised PCN for the Stone Mountain project. I updated the impacts on page six to reflect temporary impacts
for the pump around. We'll plan on sandbagging, and just to be on the safe side, I put down 20 feet, although I imagine
that it will take less, as it a quite small trib.
Many thanks for your help on this, and please let me know if you need anything else.

No specific measures (provided you follow either the erosion control manual or maybe DOT's BMP manual for roadway
work), but you'll need to modify the table in the PCN to include something like 10 or 20 feet of temporary impacts,
otherwise they'd be out of compliance with the permit. You can send me a revised table (and copy Monte too) via email
and I can just update it here.

I have one quick question on the Stone Mountain/W.P. Billings culvert extension. Will there be any temporary fill in the
stream above the road for dewatering/pump around? Typically we see sandbags, sheet piling, etc to install the pump
and we want to be sure to give you approval for those temporary impacts in the permit.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Project site is located on Lyons Road, in Alleghany County and affects state-owned property on Stone Mountain State
Park and adjacent private property owned by W.P. Billings. General land use is forested, with scattered residences along
Lyons Road, which is unpaved. Site conditions: Previous owners piped an unnamed tributary to Big Sandy Creek (C-Tr)
under Lyons Road through a 12" corrugated plastic culvert. However, instead of continuing this culvert another 60 feet to
Big Sandy Creek, the culvert ended on the downstream edge of Lyons Road, which is also the boundary between state
and private property, and the previous land owner filled in the rest of the tributary channel and grassed it . We do not
know when when, why, or by whom this was done.
The trib was left to drain into the ground, but has now daylighted itself at the end of the culvert and is sheet flowing for
approximately 60 feet into Big Sandy Creek across a grassed lawn on adjacent private property. There is a second
culvert outlet at the edge of Big Sandy, and it was thought that this culvert might be connected to the culvert that passes
beneath Lyons Road. However, we can find no connection, and this second culvert, whose origin and purpose are
unknown, is solidly blocked with debris just inside its outlet. Connecting this culvert to the road culvert would require a
considerable bend and produce considerable disurbance to the site, including the possible removal of a large tree.

Approximately 18 acres on the entire state park.

Approximately 314, 423 LF on the state park. Streams on Billings property are limited to the run of Big Sandy Creek,
approximately 300 feet.
3d. Explain the purpose of the proposed project:
Repair damaged culvert at Lyons Road and extend it to Big Sandy Creek.
3e. Describe the overall project in detail, including the type of equipment to be used..
With the permission of the adjacent landowner (see attachedagent certification), the NC Division of Parks and Recreation
(DPR) is proposing to extend the existing 12" diamater culvert from DPR property for approximately 60 linear feet across
the adjacent private property so that it will drain into Big Sandy Creek. This 60-foot stretch is currently a grassed lawn,
with no riparian or stream impacts associated with the proposal.
During installation, DPR proposes to pump around so that the installation will occur in the dry. The new culvert will be the
same diameter and material and will be coupled to the existing culvert at the road's edge. The new alignment will be dug
with a backhoe and hand tools, and the new culvert will be buried at an elevation consistent with the existing culvert and
will terminate at the edge of Big Sandy Creek. The culvert extension will be located with its outfall at the level of Big
Sandy Creek so that aquatic passage is maintained and it does not create a hanging culvert. Impacts to the banks of Big
Sandy Creek will be minimal, as the banks are low and stable at this location. The site will be seeded with fescue on
completion.
Daylighting this trib across the neighboring private property is not feasible, as the adjacent land owner must use this area
in order to access his property.
Big Sandy Creek is classified as Trout Waters, and this project has been reviewed with staff from the NC Wildlife
Resources Commission. Although this project will not involve in-stream work on Big Sandy, it will require impacts within
the 25-foot wide trout buffer zone. On WRC's recommendation, and unless otherwise permitted by the reviewing
agencies, DPR proposes to abide by the moratorium on land disturbance within the buffer zone from January 1 - April 15
in order to protect trout eggs and fry.

There are no rare species records known specifically from the project site, and Big Sandy Creek has been extensively
altered in this area by adjacent park neighbors.
Previous reviews with USFWS for other park projects indicate two park records (1977 and 2000) for one species listed as
Federally Threatened due to Similarity of Appearance: the bog turtle (Glypemus muhlenbergii). The 1977 record was
collected by the NC Museum of Natural History from the East Prong Roaring River, and the 2000 record was radio-
tagged and monitored until its signal was lost in the East Prong Roaring River near the park boundary, which is several
miles distant from this site. There have been no sightings of this species since 2000.
The park does have records for Robust Redhorse (Moxostoma robustum, US - Federal Species of Concern, NC-
Endangered) from 1996, several miles from this site, in Bullhead Creek. There is also a 2008 record for Foothills Stream
Crayfish (Cambarus johni, NC - Significantly Rare) from East Prong Roaring River. Big Sandy Creek flows to East Prong
Roaring River; however, both of these records are significant distances from the project site. DPR biologists have not
documented any of these species at the project site.
The North Carolina Natural Heritage Program's GIS database does not show any state or federaly-listed species
associated with this site.
The NC Divison of Parks and Recreation's Natural Resources Inventory Database does not show any state or federally-
listed species associated with this site.
