At the time of this site visit, it was determined that the proposed purpose of the work is not suitable. (Application Item III, 11.) as no active erosion was observed at the site, this is not a suitable reason for a stabilization effort on an otherwise stabile shoreline. Additionally, as the existing timber retaining walls are mostly of a sound nature, it may be appropriate to apply to the Asheville Regulatory Office of the U. S. Army Corps of Engineers office for a "maintenance" permit for the replacement of the few decomposed timbers. Should you wish to pursue this project, a revised application must be submitted, including an approvable impact, a thoughtful discussion in regards to the impacts from the desired work (including habitat, land gain / losses, future instability due to a change in water velocity vectors, etc...), a thoughtful impact justification (including the impacts / gains from not performing the work, from the addition of woody vegetation to the stream banks, etc...), an approvable mitigation plan as the proposed impacts are greater than 300 linear feet. Also, a discussion of stormwater management and treatment for the development should be included, as to how storrrlwater will be managed during and after the desired construction activity. As the submitted application is incomplete, you must submit seven copies of an updated application, along with an approvable stormwater control plan, an approvable mitigation to my attention within 10 business days.
