1 have finally been able to get out to the three sites on SR1129 in Beaufort county.
I have determined that all three sites on the road are not within any of the LAMA
AECs and therefore no LAMA Permits will be required for the work. Please let me

Project Description: Widen SR1129 (Haw Branch Rd.) from 16' to 20' and resurface from SR1127
(Possum Track Rd) to the end of existing pavement. The project length is 2.24 miles and the proposed
improvements will occur within the existing 60ft. wide right-of-way.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday,
August 19, 2010. No previously recorded archaeological sites were contained within the presently defined
APE or adjacent to the general project study area. A review of National Register of Historic Places
(NRHP) listed archaeological properties and historic maps (NC Maps website) was completed which
identified no resources within or near to the project area. In addition, topographic maps, USDA soil
survey maps (Le, La & Ly), and aerial photographs (Google) were inspected/utilized by the cultural
resource specialist to gauge environmental factors that may have contributed to historic or prehistoric
settlement within the project study area and to assess the level of modem, agricultural, hydrological, and
erosive disturbances within the APE. The majority of the project corridor is characterized by agricultural
land interspersed withmodest residential development.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
Due to the lack of existing archaeologicaVhistoric resources within the currently defined APE, the
relatively diminutive nature of the rural improvement project & proposed construction impacts, and
agriculturally & residentially altered ground surfaces and poorly drained soils surrounding the APE,
significant NRHP eligible cultural resources are unlikely to be contained within the project's construction
footprint/APE. No further archaeological work is recommended for this rural, state-funded construction
effort.

indexes was undertaken on 8-19-2010, including examination of extant HPO survey files; BF 48, a log
tobacco bam, was surveyed in the 1980s and the area remains rural. Because Beaufort County is
completing its historic architecture survey and data is incomplete, and because aerial maps indicated
older buildings within the permit site areas, CRS surveyed the project area on 8-25-2010.
First, it should be noted that the maps sent to CRS by the Division leave out the approximately quarter-
mile lower end of the project area; the full project area is shown on an attached CRS map based upon .
HPO's annotated Hackney USGS quad map.
Second, BF 48 is no longer standing. It was a square-notched log tobacco barn with chinking, built circa
1921. The surveyor who completed the file for HPO noted that a barn of this log construction was
unusual for this part of Beaufort County, where tobacco bams were primarily frame, which is the
construction of remaining barns in the project area. There is a surprisingly high retention of older
dwellings along this road, from a circa 1870 coastal cottage and a later nineteenth-century one-room plan
house, to a tum-of-the-twentieth-century farmstead at the APE's southernmost end, indicating the tight-
knit rural community Haw Branch was into the early twentieth century. However, all of the houses have
been considerably altered and all but the abovementioned farmstead have lost corresponding
outbuildings. In the case of the farmstead, while several outbuildings remain, they are in deteriorated
shape with no associated fields or field patterns left; at least two of the outbuildings were moved to the
site some years ago. There is nothing in the APE that is individually eligible for the National Register,
nor is there a potential rural historic district.
