SUBJECT: Pipe Replacement on SR 1333 (Bebber Road). Alexander County
Dear Mr. Wrenn:
'file North Carolina Department of Transportation requests authorization to replace an existing
50-foot long. 96" pipe with a 60-foot lone 137"x 87" CMPA on SR 1333 (Bebber Road) in
Alexander County. "['here is a --15 long scourhole at the existing pipe outlet- The required pipe
one-foot pipe burial will be based upon the strearnbed elevation past the scourhole. Ten feet of
riprap will be utilized at the inlet and outlet for structure stabilization. A temporary cofferdam
pumping system will be used to divert the stream around the construction site as needed. Areas
affected by temporary cofferdam system will be graded and restored back to pre-project
conditions. The scope of the work will result in 20 feet of permanent riprap impacts to an
unnamed tributary to Lower Little River, which is classified as Class C Waters by the Division of
Water Quality.
The project area is not located within '/ mile of a critical watershed area nor is SR 1333 a rural
or urban arterial: therefore. hazardous spill basins are not required. Enclosed is the hazardous

['his office has conducted a GIS and field survey for the project for historical sites and
threatened/endan;ered species sites. No sites listed on the National Register of I'llstorlc Places
are located in the vicinity of the project nor did there appear to be any eligible structures. The
federally listed species for Iredell County (USFWS listed date September 22, 2010) include the
Dwarf-flowered heartleaf (Hesast-i4is naniilloro) and the Bog Turtle (Clenrnn.s nrublenbergii).
The Natural Heritage Program records document the nearest dwarf-flowered heartleaf location
approximately 13 miles southeast of the proposed project. The heartleaf is usually found on dry
to moist ravine slopes (usually north facing and of the oak-hickory-pine forest type) and in boggy
areas near springheads. There is no potential habitat within the proposed project area, and no
species were observed. National Heritage Program records document the nearest bog turtle
location approximately 5 north of the proposed project area. Bog turtles are usualh, found in
bogs, marshes, and wet pastures. There is no suitable habitat located within the project area. The
proposed project will have a finding of "no effect" on the dwarf flowered heartleaf (Hexastvlis
nany7ora) species or bog turtle (Clemntts muhlenhergii).

The purpose of the proposed work is to replace a deteriorating pipe for the safety of the travelling public.

NCDOT proposes to replace a deteriorating 50-foot long, 96" CMP with a 60-foot long, 137" X 87" CMPA with headwalls
and associated riprap for structure stabilization. A temporary cofferdam pumping system will be used to divert the stream
around the construction site as needed. Area affected by temporary cofferdam system will be graded and restored back
to pre-project conditions. The project will be constructed using typical heavy equipment (trackhoe, backhoe, etc.).
