This submittal includes revisions and/ or clarifications made to address comments received from your office. Your office's comments with our responses are as follows: 1. NCDENR: Please provide a final SEPA approval issued from the State Clearing House. AHE: A copy of the final State Clearinghouse approval is attached. 2. NCDENR: Per the requirements of GC 3821, all work must be done "in the dry". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during pipe installation. Please provide a construction sequence that details the method of dewatering to be utilized at the site and the sequence of construction events to be followed to ensure compliance with this condition. AHE: We have attached for your consideration an 11x17 copy of Plan Sheet 29 and two (2) 8-1/2 x 11 enlarged details, one for directionally drilled crossings and one for open cut channel crossings. In the overall project, there are a total of ten (10) water line stream crossings. Of those, one (1) is required to be directionally drilled and the remaining nine (9) are designated to be Contractor's option - directional drill or open cut For directional drilling, there would be no disturbance. For the open cut installations, the sequence indicates that a temporary flume pipe is to be used to maintain water flow and provide a dry work area for the pipe crossing. 3. NCDENR: Per the requirements of GC 3821, please enumerate all temporary impacts to the stream channels. Temporary impacts also include areas of distu•baneenecessaryfor proper dewatering measures and any temporary erosion conbrot measures expected to be installed within any jurisdictional areas. Please note that temporary impacts should be minimized to the maximum extent practical. AHE: We ]rave attached for your consideration a revised page 4 of the PCN Form. Item 3g has been revised to indicate up to 15 linear feet of disturbance at each open cut location. This would provide enough broom for installation ofa 15' long temporary flume pipe and the cofferdams at each end. Revising to 15 IT -i-/- at each installation would increase the total impact to 135 LF +/-.
