The North Carolina Department of Transportation (NCDOT) constructed a portion of the
Northern Wake Expressway near Falls of the Neuse Road (R-2000EA) in Wake County
from 1999-2002. A large temporary silt basin (with riser, dam, pipe structure and
overflow ditch) was constructed to the north of the Falls of the Neuse Road on-ramp to
I-540. This area was depicted on roadway plan sheet 5. Construction of the temporary
silt basin (under R-2000EA) resulted in fill impacts to wetlands and streams at Site 1 as
depicted on permit drawings 63 and 63A of 179.
For some reason that is unknown at this time, the temporary silt basin was not removed
prior to completion of R-2000EA. An adjacent property owner recently contacted the
Department about this feature, indicating that the earthen dam was failing. A recent
evaluation of the site confirmed that the dam has almost breached, the riser is beyond
repair and the entire area needs immediate repair.
The Wake County Maintenance Office has determined to conduct the following: 1)
Repair small damaged portion of back slope of dam with soil and Class II rip rap; 2)
Breach center portion of dam to remove riser and associated pipe structure; 3) Stabilze
breached center portion of dam with Class II rip rap; and 4) Construct a lateral base ditch
(variable width) lined with Class Il rip rap between the outlet of the pipe structure at dam
and the existing pipe structure under Barton's Creek Road. Note that the R-2000EA
project has been completely closed out by the NCDOT and these activities are considered
as routine maintenance repair.
The stream channel currently located between the outlet of the pipe structure under the
dam and more recent pipe structure under Barton's Creek Road is highly degraded, full of

Construction of this section of the Northern Wake Expressway (R-2000EA) occurred between 1999 and 2002. A large
temporary silt basin (with a dam, riser and pipe structure) was constructed at this location. For some reason that is
unknown at this time, this large feature was not removed prior to completion of R-2000EA. An adjacent property owner
recently contacted the Department about this feature, indicating that the dam was failing. A recent evaluation of the site
confirmed that the dam has almost breached and needs immediate repair.
