Mr. Furness: The Division of Water Quality (DWQ) has reviewed the 2009 monitoring report (March 2010) and the Whitehurst Creek Summary Data Report (August 2010). Based on the macrobenthos monitoring data presented in the reports, macrobenthos taxa indicative of lentic (standing or ponded water) conditions appear to be prevalent in the mitigation channel. There is no indication that the channel is trending toward improved stream function. Therefore, it does not appear that this site represents suitable compensatory stream mitigation, which was the project goal. One option for. satisfying your stream mitigation requirements include more frequent beaver control and continued macrobenthos monitoring. An increase in taxa characteristic of lotic (flowing) conditions would demonstrate that stream function is present. Other options include development and implementation of an alternative stream mitigation site, or purchase. of compensatory mitigation credits from an approved stream mitigation bank, or, if no banks are present within appropriate HUC, purchase of credits from the N.C. Ecosystem Enhancement Program.
