Re: Riparian Buffer Authorization AN 12 2011 Technology Drive Area Wastewater Facilities Outfall -WATER Stream Bank Stabilization *111ANOSA(1S A& W WH Dear DWQ Staff: Johnston County is requesting a Riparian Buffer Authorization for a stream bank stabilization project located at an aerial crossing for the wastewater facilities outfall in the Technology Drive, Garner vicinity. The aerial crossing is an existing gravity sewer line crossing an unnamed tributary to Swift Creek. The stream bank stabilization project is permitted without notification by Nationwide Permit 13 and General Water Quality Certification 3689. The proposed work is an Allowable Use under the Table of Uses for the Neuse River Riparian Buffer Rules. A pier/footing supporting the aerial crossing is at immediate risk of failing due to heavy stream bank erosion at the site. Currently the footing is within 4 feet of the actively eroding bank and could fail during a heavy precipitation event. This crossing is located on the Tetra Group Six, LLC parcel off of Technology Drive, Garner, NC. Johnston County proposes to stabilize approximately 20 linear feet of the bank by covering the bank with a permanent geotextile matting lined with riprap. All work will be within the 20' utility easement maintained by Johnston County. In order to minimize disturbance with the buffer, the riprap will be installed by hand. Please note that the aerial crossing is located within an area that has an outstanding Notice of Violation issued to the Summerwinds Plantation Development, Tetra Group Six, and others. The crossing was initially permitted and installed by the Summerwinds Plantation Development. The area to be stabilized is on the outside bank of a bend in the stream. This area is experiencing heavy erosion and could undermine the support column of the aerial crossing. 3e. Describe the overall project in detail, including the type of equipment to be used: The project will consists of stabilizing 20 linear feet of stream bank using geotextile fabric lined with rip-rap.
