In accordance with your permit major modification request received August 5, 2020, and
subsequent additional information received October 26, 2020, we are forwarding herewith modified
Attachments A and B certified January 11, 2021, to Synagro Central, LLC for the subject residuals
management program.
Modifications to the subject Attachments are as follows:
♦ Addition of the three new residuals sources totaling 3,140 dry tons per year (DT/yr) consisting
of the following:
➢ The North Harnett Regional WWTP (Permit No. NC0021636) in Harnett County with an
approved dry tonnage of 1,500 DT/yr.
➢ The Mayodan WWTP (Permit No. NC0021873) in Rockingham County with an approved
dry tonnage of 315 DT/yr.
➢ The Siler City WWTP (Permit No. NC0026441) in Chatham County with an approved dry
tonnage of 1,325 DT/yr.
♦ The addition of 377.6 acres of residual land application area in the following counties:
➢ Chatham County: Fields CH-73-10, CH-78-01, CH-78-02, CH-71-03, and CH-78-05
totaling 268.7 acres
➢ Harnett County: Fields HA-47-01, HA-47-02, HA-47-03, and HA-47-04 totaling 44.4
acres.
➢ Rockingham County: Fields RC-49-01, RC-49-02, RC-49-03, RC-49-04, RC-49-05, and
RC-49-06 totaling 64.5 acres

The modified Attachments A and B shall be effective from the date of certification until October
31, 2022 (i.e., expiration date of the current permit), shall void Attachments A and B of Permit No.
WQ0016247 issued November 17, 2017 that were previously certified on August 3, 2020, and shall be
subject to the conditions and limitations as specified therein, as well as those specified in the above -
referenced permit. Please replace Attachments A and B of Permit No. WQ0016247 that was certified on
August 3, 2020 with the modified Attachments A and B. Please note that the Permittee shall submit a
renewal application no later than May 4, 2022.
Please note that only the maps for new land application sites are attached to this letter. It is the
Permittee's responsibility to ensure that a complete permit is created by inserting these documents into the
previously issued permit.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.

If no land application events occur during a required sampling period (e.g., no land application occur during an entire year when annual monitoring is required), then no sampling data is
required during the period of inactivity. The annual report shall include an explanation for missing sampling data. Those required to submit the annual report to United States Environmental
Protection Agency (US EPA) may be required to make up the missed sampling. Contact the US EPA for additional information.

in the property boundary, whichever is closest to the application area. The review boundary is established
midway between the compliance boundary and the perimeter of the residuals application area. All
