Please reference your application for a Department of the Army (DA) individual permit to
authorize construction of a 234-slip marina, boat ramp, hotel and pier, canoe house and pier, creek
club and pier and roads associated with a 2,770 lot residential subdivision, located on a 1,300 acre
tract of land at the east end of Bal Gra Road (NCSR 1501) adjacent to Salmon Creek and the
Chowan River, in Bertie County, North Carolina. The purpose of this correspondence is to
inform you that by letters dated November 15, 2010 and December 7, 2010, we received
comments from the U.S. Fish and Wildlife Service and National Marine Fisheries Service
regarding their review of the public notice on your application.
It is the policy of the Department of the Army to provide an applicant the opportunity to
furnish a proposed resolution or rebuttal to all objections from government agencies and other
substantive adverse comments before a final decision is made on a proposed project. In this
regard, I would appreciate receiving any comments that you have on this matter. If you intend to
comment, please give your immediate attention to this matter so processing of your permit can be
expedited.
