STORMWATER MANAGEMENT PLAN (SMP) - MODIFICATION
On January 3, 2011 the Division of Water Quality DWQ received a request from Mr. Jeremy Finch, PE of the
John R. McAdams Company, Inc. for acceptance into the Express Review Program regarding the Stormwater
Management Plan (SMP) Modification for phase 4 of the Briar Chapel project in Chatham County. This letter
advises you that your project would be accepted into the Express Review Program no earlier than
January 17, 2011, and when the following items are submitted thereafter:
(1) The application fee of $1000.00 made payable to the North Carolina Division of Water Quality [Stormwater
Management Plan (SMP) with one (1) drainage area];
(2) Two (2) complete and collated copies of the Express Review Stormwater Management Plan Application

(3) Two (2) collated copies of all supporting information including
a. A narrative describing the proposed changes or modifications;
b. Design calculations for the proposed BMP(s) sized for both on-site and any off-site drainage;
c. Most current BMP Supplement completed for each BMP including Design Summary and Required
Items Check List along with all required items (available at
http://portal.ncdenr.oriz/web/wg/ws/su/bmi)-manual);
d. Completed, signed and notarized Operation & Maintenance Agreement(s) for the BMP(s), available
at the same website in (ii) above.
(4) Two (2) collated copies of revised full size plans (with detailed construction information) showing, but not
limited to, the following:
a. Existing conditions map of project area showing all stream and wetland features;
b. Proposed site grading and drainage plans showing existing and proposed contours, stream, wetland
and buffer impacts (if any), storm drainage system - Collection points (inlets) to discharge points
(the Outfalls), all impervious areas (buildings, roads, streets, amenities, parking, etc) and
delineated drainage area to each proposed BMP;

c. Detailed plan and cross sectional views of each BMP showing forebay, pool levels, bottom and top
elevations of berm, outlet structure detail, topographic contours to receiving stream, etc (at
appropriate scales as listed in the Required Items Checklist);
d. Construction sequence and planting schedule (if applicable) for the proposed BMPs;
(5) One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the
plans are too large to store in TIFF format, they can be stored in PDF.
Please note that a pre-application meeting is required prior to the submittal of your completed application. The
owner(s) of the project is/are required to attend the pre-application meeting, but they can waive this right. The
clock for this project will not start until receipt of the completed application package and required fee. If the
drainage areas exceed what is indicated on the Initial Interest Form and/or the services are different you may be
required to remit an additional fee.
