This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG550299. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. This inspection was conducted to determine whether the system is being operated and maintained in compliance with General NPDES Permit No. NCG550000. The system consists of a septic tank, 2 sand filters, a UV disinfection system, and a discharge pipe followed by rip rap to Lake Emory. The inspection reflects non-compliance with the permit. The following deficiencies were noted: 1.The outfall (discharge pipe) could not be located due to heavy vegetation and a steep bank. A septic system company could be hired to locate this pipe. 2.Sampling is not being maintained since the discharge pipe has not been located. Annual sampling is required if the pipe is discharging. Based on the last inspection, it was assumed that the pipe would not be discharging because the UV well was dry. However, since the entire septic system hasn't been checked since 2016, it is unknown whether anything has changed with the system. Additionally, Bates Septic Tank & Concrete Corp. indicated that the tank would not need to be pumped for another ten years (from the date of inspection, 7-8-16); however, there is no way of actually knowing that without getting the tank inspected yearly. If the solids level is greater 1/3 of the liquid depth in any compartment then it should be pumped. NCG550299 17 (Cont.) Comment: Septic Tank Yes No NA NE (If pumps are used) Is an audible and visual alarm operational? Is septic tank pumped on a schedule? Are pumps or syphons operating properly? Are high and low water alarms operating properly? Mrs. Fiorillo indicated the septic tank was last pumped on 7-8-2016, and that the septic system company indicated it was a double tank and did not need to be pumped again for ten years. The solids level in the tank should still be inspected yearly to verify that nothing has changed within the system and that it doesn't need pumped. Comment: Disinfection - UV Yes No NA NE Are extra UV bulbs available on site? Are UV bulbs clean? Is UV intensity adequate? Is transmittance at or above designed level? Is there a backup system on site? Is effluent clear and free of solids? Mrs. Fiorillo stated that the septic system company checked the UV system when they pumped the tank and the UV tank was dry. Since the system was checked back in 2016, it is recommended that the UV system be checked again to ensure it's still working properly.
