PROJECT SUMMARY: The project proposed is to add three new slip areas with boatlifts to an existing three-slip private dock. . Field Investigation Report: Steve Martucci 107 Salem Street Page 02 9. Narrative Description The Steve Martucci project is located on the north side of Peletier Creek at 107 Salem Street in Morehead City. The project area is found by turning off of Highway 70 East in Morehead City (Arendell Street) onto Salem Street. The site is located along Peletier Creek and directly west of Coral Bay Marina. The property is 35,719 square feet in its entirety and is an average of 4'- 7' above NHW. The shoreline length for this property is 340'. The site currently has an existing single family residence, a gravel parking area, concrete driveway and existing riprap along the shoreline. The high ground portion of the tract is covered with typical grasses and shrubbery as well as one large pine. There is a fringe of coastal wetlands along the shoreline which consist of Spartina patens (Salt Meadow Cordgrass), Disticlis spicata (Salt Grass and Martina alterniflora (Smooth Cordgrass). The proposed development is a private project and currently has 3 existing slips. There are residential properties to the east and west with Coral Bay Marina across the channel to the east. The Town of Morehead's Land Use Plan classifies this property as High Density Residential with all parts of the AEC classified Conservation. Peletier Creek is not designated as Primary Nursery Area and is closed to the taking of shellfish. Peletier Creek within this area carries a water classification of SB and has an average width of 160' within the project area. Water depths are an average of -4.1' nlw in the project area and riparian corridors have been drawn 90° from the deep water. No SAVs or shellfish were observed within the project area. 10. Proiect Description: The current proposal is to add three new slips with boatlifts and two vertical piers along the existing fixed pier. There are currently three existing slips at the property. The applicant is proposing to install three 13' x 13' boatlifts within the new slip areas as well as two 3' x 45' vertical piers. The piers would be partially fixed and partially floating. The first pier would be 3' wide and would begin 14' from the existing fixed dock. It would extend over high ground for 2'; continue over low marsh for 3' and over open water for approximately 3'. It would have a minimum height of 3' above the coastal wetland substrate. It would then intersect the floating pier section and extend over open water for 37'. The second pier (fixed portion) would be 28' to the west of the first new pier and would extend over high ground for 3.5'then over coastal wetlands for 3.5'and would then extend over open water for another 2'. It would then intersect the floating pier section and extend over open water for approximately 36' The most eastern vertical pier would be a maximum distance of 39' from the edge of the coastal wetlands with the most western vertical pier a maximum distance of 37' from the edge of the coastal wetlands. The most western slip area (#6) with boatlift would be 35' from the riparian corridor. There would be 6 permanent slips located along this property. Slip #I is an existing wet slip which has an existing 4' x 22' floating dock. Slips 2 and 3 also exist and have two 13' x 13' boatlifts. The new slip areas (44, #5 and #6) would be equipped with three new 13' x 13' boatlifts. The typical boat using the dock would be 18'-22' open runabouts. The docking facility would be for private use by the owner and their family. The width of Peletier Creek is 160' within this area. The most eastern vertical pier would extend 39' into the water body from the edge of coastal wetlands with the western vertical pier extending 37' into Peletier Creek. 11. Anticipated Impacts: The proposed docks would shade 738 ft2 of estuarine bottom and incorporate 1,850 ft2 of Public Trust open water. The access docks would shade 21 ft2 of low marsh and cover 16.5 ft2 of high ground. The setting of pilings has the potential to cause a temporary increase in turbidity during construction. There should be no undue interference to navigation due to the fact that all work proposed would be a maximum of 39'from the edge of coastal wetlands in a water body with a width of 160'. The proposal is for the addition of three new slips with boatlifts and two finger docks to an existing three slip docking facility. There would be a total of 6 permanent slips numbered 1-6, (2) 3' x 45' floating piers and three 13' x 13' boatlifts. All work would be a maximum distance of 37' from the edge of coastal wetlands within a 160' wide water body. No high ground work is proposed. The proposed work is consistent with 15A NCAC 7H.0208 therefore the Morehead City District Office recommends the project be authorized as proposed on plats dated received December 2, 2010, contingent upon all applicable general conditions and the following standard conditions: • The number of slips shall not exceed 6 as shown in the plat dated received 12/17/10. • The length of the proposed docks and fingers shall not exceed a maximum distance of 37' from the edge of the coastal wetlands. • No work shall hinder navigation in any way. The project will be for private recreational use by the applicants and their families, and is consistent with Morehead City zoning and the overall use of Peletier Creek. The proposed dock additions are located at 107 Salem Street in the town of Morehead City. The water body to house the project is Peletier Creek located in the White Oak River Basin. Peletier Creek is approximately a half a mile in length before opening up to Bouge Sound. The channel at its narrowest point near the project site is approximately 160'. Peletier Creek is used for primary recreation, classified as SB; # by the NCDENR Division of Water Quality, and is closed for shellfish harvesting. The area around the project has been developed for residential use for over 50 years. Several piers, docking facilities, boat lifts, etc. at other residencies are currently being used for boating and other recreational use, and Coral Bay Marina is located immediately East of the project on the other side of the channel. The project will consist of two (2) 3' wide, 45' long floating docks to allow for access to 3 boat lift areas that are 13'x 13'. These items are proposed as additions to the existing docking facility at the residence. The existing dock and 2 boatlifts are as permitted by the Division of Coastal Management on July 26, 2004. Upon completion of the project, the residence will have 3 docks providing access to a total of Joboatslips with lifts.
