Dear Mr. Setzer.
On December 2, 2010, 1 inspected the construction work on Upward Road between US Highway 176 and
Howard Gap Road in Henderson County. Construction work is now taking place all along Upward Road
bl tween Howard Gap Road and US Highway 176.
Heavy rains (approximately 8 inches in three days) have resulted in sediment and erosion control structures
being overwhelmed and the off-site loss of sediment in some areas. Please ensure that all sediment and
erosion control structures are repaired and maintained and that any off-site sediment is removed. Seeding and
mulching should be performed as needed, to protect downstream waters.

Reviewed project with DOT staff.
Recent heavy rains (approximately 8 inches in three days) have resulted in sediment and erosion control
structures being over whelmed, off site sediment loss in several locations including the box culvert area and the
area adjacent to the convenience store on the east side of 1-26. Any off-site sediment should be removed.
Seeding and/or matting should be performed on areas as needed.
Repair and maintain erosion control devices and continue with seeding and matting as required to protect State
surface waters.
The stormwater control pond appeared to work as designed with only a small amount of damage from the
storms.
