The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge
No. 76 over Sycamore Creek on SR 1600 in Franklin County. A permit application for
this project was initially sent to the USACE and NCDENR-DWQ on November 30, 2007.
At that time, the project was being administered in the North Carolina Moving Ahead
program and was known as the following: MA05002B. Permits were eventually issued
by the NCDENR-DWQ on December 11, 2007 and by the USACE on May 1, 2008. A
permit modification application to extend the permit expiration date was sent to both
agencies on December 17, 2009. The USACE issued a permit modification on December
22, 2009 extending the permit expiration date until. December 22, 2011.
As you are aware, administration of this project has been shifted to the NCDOT Low
Impact Bridge Replacement program. It is currently known as the following: BD-5105C.
It is our understanding that Section 404 Nationwide Permits are set to expire on March
18, 2012. Construction at this project will not be completed at that time. The
Department requests that the permit expiration date be extended past December 22, 2011.
