Typical Cross Section Description: Smith Road (SR 1360): 2 paved lanes (total 20'wide), 8'shoulder on left side (11'with Smith Road (SR 1360): 2 paved lanes (total 20'wide), 2' shoulder on each side. guardrail),4'shoulder on right side (7'with guardrail). Annual Avg Daily Traffic (veh/hr/day): Design/Future: 560 Year: 2025 Existing: 280 Year: 2009 General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to replace Rockingham County Bridge#166 on Smith Road (SR 1360)over Pawpaw Creek. The (Description of Minimization of Water existing structure is a single span bridge (1 @40'4")steel plank deck on I-Beams. The end bents are timber caps and piles. The proposed structure is a single span (1 @80'), 33" Quality Impacts) box beam with 4'deep caps. This structure has been designed to have as little environmental, wetland, and surface water impacts as possible. 2:1 roadway fill slope will be used in the wetland areas to minimize wetland impacts. Permanent drainage easement(PDE)will be set to have as little wetland impacts as possible. To avoid direct discharge of bridge storm water into the receiving water, deck drains are not required for the proposed bridge. Storm water impacts to the stream have been minimized by utilizing grated inlets and pipes to collect bridge storm water and use rip rap outlet protection at 16+29 RT to dissipate energy and discharge into the 3' base ditch with Class B Rip Rap. In the southwest quadrant a proposed V ditch with Class B Rip Rap transitions at 19+00 RT into the 3' base ditch with Class B Rip Rap. The 3' base ditch outlets onto rip rap at embankment to dissipate energy to provide a non-erosive outlet velocity to the stream. In the northwest quadrant an existing roadside ditch is transitioned at 11+50 RT to a V ditch with Class B Rip Rap. The flow is then conveyed to the left side of the road through a storm drain system to rip rap outlet protection at 12+10 LT to dissipate energy to provide a non-erosive outlet velocity. The sheet flow will flow 75'+/-tributary stream northeast of the project. Also in the northwest quadrant a typical roadside ditch transitions at 14+30 RT into a V ditch with Class B Rip Rap. The V ditch outlets onto rip rap at embankment to dissipate energy to provide a non-erosive outlet velocity to the stream. In the northeast quadrant there are no roadside ditches however there is an existing tributary stream will not be impacted from the project. In the southeast quadrant an existing roadside ditch transitions at 22+00 LT into a V ditch with Class B Rip Rap. The flow is turned out by the existing fill slope at 20+50 LT where it becomes diffused non- erosive sheet flow into a wooded area and flows 360'+\- before entering the stream. Due to the nature of low impact bridge replacement, the increases in stormwater discharges (post vs pre condition)are insignificant and the existing ditches do not need to be modified. Therefore, additional stormwater measures are not required. The waters, including wetlands, have been delineated, and the delineation has been verified by the Corps to be sufficiently accurate and reliable. Therefore, this preliminary jurisdiction determination may be used in the permit evaluation process, including determining compensatory mitigation. For purposes of computation of impacts, compensatory mitigation requirements, and other resource protection measures,a permit decision made on the basis of a preliminary JD will treat all waters and wetlands that would be affected in any way by the permitted activity on the site as if they are jurisdictional waters of the U.S. This preliminary determination is not an appealable action under the Regulatory Program Administrative Appeal Process(Reference 33 CFR Part 331). However, you may request an approved JD,which is an appealable action,by contacting the Corps district for further instruction.
