The Petworth Court Stream Bank Stabilization project was authorized
under the United States Army Corps of Engineers (USACE) Section
404 Nationwide Permit (NWP) 13 and associated North Carolina
Division of Water Resources (NCDWR) Section 401 Water Quality
Certification (WQC) in January 2019. The project included the
installation of an imbricated rock wall along the western bank of an
upper tributary of Mine Creek and regrading the eastern bank at a
lower elevation and flatter slope. The stream bed was modified only
as needed for construction access. After project construction was
completed in March 2020, several severe rainfall events in the spring
and summer resulted in additional bank erosion and channel
migration adjacent to the project area. Without time for vegetation to
establish a root system after construction, the channel has migrated
much more quickly than anticipated. The rainfall and resultant stream
flows resulted in bank erosion and general channel instability. To
address these issues and prevent further damage, improvements
were made that included approximately 30 feet each of rebuilt footer
for imbricated rock, additional/extended imbricated rock, and
constructed riffle. These changes exceeded the limits of disturbance
(LOD) from the original project and includes additional buffer and
stream impacts. The City of Raleigh is requesting a USACE Section
404 NWP 13 and NCDWR Section 401 WQC for the additional
impacts that resulted from the project improvements.
