Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: A majority of the site has been managed for agriculture and siivicuitural production. The site is located approximately 15 minutes northwest of Jacksonville, NC. Land use in surrounding area is comprised of low-density residential home- sites and large-scale farming operations. 3b. List the total estimated acreage of all existing wetlands on the property: 89 acres (within bank site) 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: Approximately 17,328 If will be preserved and/or enhanced. Explain the purpose of the proposed project: The purpose of this project is to develop a large-scale wetland and stream mitigation bank in the White Oak 03030001 basin. A majority of site construction will take place during the Spring/Summer of 2011. Site planting is currently scheduled for January 2012. 3e. Describe the overall project in detail, including the type of equipment to be used: The applicant seeks to initiate the restoration activities as proposed in the October 2010 Mitigation Plan. This includes 9,679 If of Priority 1 stream construction, backfilling of impacted streams, and contouring of existing valleys to reconnect the newly constructed stream to its floodplain. Contouring of valleys associated with the zero order portions of the project will also occur. Construction of non-riparian wetlands will include installation of clay plugs within the existing ditches and removal of existing field crowns in order to restore diffuse flow conditions in the headwaters of the project area. Installation of wet fords will installed throughout the project and will involve small disturbances to areas directly adjacent to the road. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Proposed impacts are unavoidable due to the type of project proposed. In order to restore and enhance the stream channels and adjacent riparian wetlands that have been impacted throughout the property (via hydrologic restoration), the identified ditches must be backfilled and/or regraded. Little to no in-stream habitat has developed within the ditches and canals within the property and an overall benefit to downstream water quality is expected as a result of project implementation. Hydrologic restoration throughout the non-riparian areas will be achieved through the plugging and/or backfillin of existing agricultural ditches and removal of field crowns. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Locations of the proposed backfill and plugs were selected based on the existing drainage network and topographic contours. Sediment and erosion control plans will be prepared and submitted for each section of the project. The protective measures detailed in these plans will eliminate discharge of sediments to off-site water bodies. No earthwork will be conducted until receipt of approval of the erosion and sediment control plan by the NC Division of Land Resources. 2.
