The rest of the site consists of a two -acre farm pond and forested areas that are primarily mature mixed pines and hardwoods. The subject property vicinity contains residential land to the north and west as well as forested land and two tributaries of Ellerbe Creek. Comments: Supporting Documentation E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant requested a delineation of surface waters and wetlands prior to designing the original site plan for the project to avoid and minimize impacts to these resources to the maximum extent practicable. A stream and wetland area bisect the northern portion from the remaining area of the property. A sanitary sewer force main crosses the two forks of the wetland area (W2 & W3) above the stream. These crossings are required to connect to the existing sanitary sewer along Glenn Road to a fined tie-in at Davie Drive. The easement at impact W2 also includes the gravity sewer from the southern portion of the development. A greenvay trail proposed to connect the northern portion to the remaining development to the south was co -located with the sanitary sewer easement to minimize impacts to this wetland (W1) but precluded the use of a boardwalk for this crossing. Multiple culverts will be installed to ensure the hydrology of the wetland below the crossing will be maintained. A sidewalk will be constructed along Glenn Road, which makes impacting three wetland areas (W4, W5 & W6) that are immediately adjacent to the road unavoidable. Two small areas of wetlands (W7 & W8) will be impacted by mass grading. W7 is 51 sf of the point of a wetland area that would be impractical to avoid. W8 is a narrowfinger of wetland that is also impractical to avoid and would not leave a viable resource if it were separated from the surrounding area by a retaining wall. Due to the change in grade in this area, the proposed retaining wall is 11 feet in height making it impractical to move the well closer to Street C. Riparian buffer impacts have also been avoided and minimized. A greenway trail is proposed around the pond located on the site (131 & 132) to provide recreation opportunities within a natural area with views of the pond. Construction of the sidewalk along Glenn Road impacts the riparian buffer of pond located immediately adjacent to the road. Because the low point of the road is south of the existing culvert under the road, the existing ditch with 1:1 slopes had to be shifted and reshaped with a rare stable slope (3:1). A retaining wall was required to match the new grades to the existing topography without impacting the dam of the pond. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A Sediment and Erosion Control Plan will be developed for the project, and approved by The Durham County Stormwater and Erosion Control Division.
