In accordance with 15A N.C. Admin. Code 2Q .0304 and .0305, the permittee, RPC
Contracting, Inc., hereby notifies the N.C. Division Air Quality that it has sold its asphalt plant
located at located at 166 Knobbs Creek Drive, Elizabeth City, Pasquotank County, North
Carolina (the "Elizabeth City Plant") and the asphalt plant located at 934 West Kitty Hawk Road,
Kitty Hawk, Dare County, North Carolina (the "Kitty Hawk Plant") to FSC II, LLC effective as
of December 18, 2020. The Elizabeth City Plant is covered by Air Permit No. 09984R01. The
Kitty Hawk Plant is covered by Air Permit No. 08665R06.
With respect to the Air Permits referenced above, the transfer of permit responsibility,
coverage and liability, shall be effective as of December 18, 2020, which is the date FSC II, LLC
acquired legal ownership and control of the Elizabeth City Plant and the Kitty Hawk Plant.
