The Proctor Farm site is located approximately 4 miles west of Zebulon in eastern Wake County, immediately south of Riley Hill Road and north of Doc Proctor Road, Wake County, North Carolina, within the Neuse River Basin, Hydrologic Unit Code (HUC) 03020201. The purpose of this letter is to confirm the initial release of credits from this site into the umbrella bank. Pursuant to the City of Raleigh Umbrella Mitigation Banking Instrument (MBI) and the final Proctor Farm Mitigation Plan, 100 percent (100%) of Proctor Farm's total stream and wetland preservation credits shall be available for sale immediately upon completion of all of the following: a. Execution of the MBI by the Sponsor, the Corps, and other agencies in the MBRT; b. Approval of the final mitigation plan; c. Delivery of the financial assurance described in the MBI; d. Recordation of the preservation mechanism and submittal of the title opinion covering the property acceptable to the Corps; -2- By copy of this correspondence, we confirm that you have satisfied the above requirements and 100 percent (100%) of the Proctor Farm preservation credits are now available for sale or use. According to the final Proctor Farm Mitigation Plan, this corresponds to 1,657 stream preservation credits and 5.7 wetland preservation credits. Thank you for your time and cooperation.
