Dear Mr. Carr:
On December 7, 2010,the Express Review Program of the Division of Water Quality(DWQ)received
your application dated November 30,2010,to fill or otherwise impact 0.032 acres of 404/401 wetlands,
0.088 acres of non-404 jurisdictional wetland, 203 linear feet of stream, 12,532 square feet of Zone 1 and
6,876 square feet of Zone 2 Neuse basin protected riparian buffer to construct the proposed access road to
the high school. On December 14,2010 we received additional information from you, and later on
December 16, 2010 we received an email from Mr.Bill Mullin of JH Carter,Inc. stating that the
mitigation plan has changed since the project is located in the Jordan Lake watershed. The DWQ has
determined that your application will require additional information. Please provide the following
information so that we may continue to review your project and prevent denial of your application as
required by 15A NCAC 2H .0506:
Additional Information Requested
1) Please provide documentation from an appropriate mitigation bank or the NCEEP indicating their
willingness to accept your request to purchase Jordan watershed riparian buffer credit to mitigate
for the proposed buffer impacts listed in your PCN application per Section D. Mitigation
provider selection must conform to the requirements of G.S. 143-214.11 (for wetland and stream
mitigation)or G.S. 143-214.20(for riparian buffer mitigation).
Please respond within five(5)days of the date of this letter by sending three(3)copies of the above
information in writing. The Express Review Program is a process that requires all parties to participate in
a timely manner.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
this time)by the DWQ.
